European Commission published Recommendations on journalist’s safety

PODGORICA, 24.09.2021. – Several murders of journalists in the European Union in recent years, as many as 900 attacks on them during 2020, more and more SLAPP lawsuits and online threats have led the European Commission (EC) to make recommendations to EU member states to protect responsible journalism and preserve media independence.

In its recommendations, the EC calls for the creation of independent national support services, which would include helplines, legal advice, psychological support and shelters for media workers facing threats.

Members are also advised to encourage better cooperation between law enforcement agencies and the media, educate media employees on social protection and provide personal protection to journalists whose safety is endangered.

It is crucial, according to the European Commission, that there is no discrimination against the media, and that everyone has equal access to information, press conferences and government documents.

Working together with journalists’ representatives is necessary, according to the EC’s recommendations, in order to adopt appropriate protection measures when reporting on protests, such as the visual identification of media employees.

According to the EC, digital or online security has become the main concern of journalists due to the spread of hate speech, receiving threats of physical attacks, but also the risks related to online security and illegal surveillance.

Relevant national authorities should, on the advice of the Commission, assist journalists when requesting a threat check for their devices or online accounts.

According to the European Commission, online threats are on the rise across the EU, with women and members of minority groups working in the media being the most exposed. These groups, they say, are particularly vulnerable to threats and attacks. It is especially worrying when such attacks are initiated by politicians or powerful public figures, the Commission points out.

The recommendations advise Member States to support initiatives aimed at empowering women journalists, minority media professionals and those reporting on equality issues.

These recommendations were first published as part of the European Democracy Action Plan, which is part of the European Union’s broader efforts to support media freedom and pluralism.

As part of that plan, the Commission is announcing a European law on media freedom next year, which should protect the independence of the media.

AJM with an initiative for multi-sectoral cooperation to improve the safety of journalists

0

Effective implementation of the laws for better safety of journalists is one of the topics discussed at today’s working meeting with Minister Bojan Marichikj organized by the Association of Journalists of Macedonia (AJM).

Amendments to the Criminal Code that provide systematic protection of journalists in case of violation of their rights as well as the Law on Civil Liability for Defamation and Insult which reduces non-pecuniary damage to journalists are already in parliamentary procedure and are expected to be adopted in the coming period.

The President of AJM, Mladen Chadikovski at the meeting pointed out that our country has a number of obligations that need to be met in order to improve the rights of media workers. These obligations are set out in Council of Europe Recommendation CM / Rec (2016) 4 on the protection of journalism and the safety of journalists and other media actors as well as in the new recommendations of the European Commission of 16 September 2021 on improving the position and safety of journalists in the EU.

It was agreed at the meeting that the Ministry of Justice in the coming weeks will initiate coordination between AJM and partner media organizations together with representatives of the prosecution, civil and criminal courts, as well as the Academy for Training of Judges and Public Prosecutors. The purpose of this coordination is to start with more sectoral cooperation in order more effectively to implement the new amendments to the Criminal Code for the protection of media workers as well as the recommendations of the Council of Europe and the European Commission.

BH Journalists: Banja Luka City Administration and Mayor Stanivuković must provide journalists with access to public information

0

Sarajevo / Banja Luka, September 22, 2021 – The Steering Committee of the Association of BH Journalists sends a public protest to the City Administration of Banja Luka for non-transparent attitude towards the media and citizens, violation of the Law on Freedom of Access to Information and inappropriate public “calling out” and labeling of journalists by Mayor Drasko Stanivukovic.

Representatives of the City Administration of Banja Luka continuously ignore the requests of journalists for access to information related to the spending of budget money in this public institution. At the same time, Mayor Stanivuković repeatedly called out certain media at press conferences, claiming that “lies” were written about him and the work of the City Administration, citing journalists of the Žurnal portal in that context, and recently called Alternative Television (ATV) employees “private journalists”.

Instead of labeling and slandering media representatives at press conferences, Mayor Stanivuković should start behaving in accordance with the public function he performs and answer numerous inquiries that journalists have been sending him for months.

Transparency and freedom of access to information are imperatives of the work of public institutions and it is necessary that government representatives, all those who perform public functions, commit to proactive transparency and self-initiated publication of data such as public procurement contracts, budget reports and legislation.

The Steering Committee of BH Journalists reminds Mayor Stanivuković that if he believes that a certain media outlet has made unverified or incorrect allegations, solutions such as denials and the lawsuit are available to him. Offensive and arrogant “reckoning” at press conferences is not the way a public official should treat journalists, and it certainly does not represent an argument that refutes the facts presented in the media.

Unfortunately, we draw attention to the fact that Mayor Stanivuković is only one of many public officials in Bosnia and Herzegovina who responds to journalists’ inquiries on issues of public interest by persistent silence and ignoring. Recent Transparency International research shows that just under half of public companies in BiH (44.5%) submit responses to requested information within the legal deadline of 15 days, and the number of complaints to the Human Rights Ombudsman Institution for violation of the right to free access to information is increasing from year to year.

AJK continues its commitment to the project “Building Trust In Media In South Europe and Turkey” – organized by EFJ

The Association of Journalists of Kosovo – AJK, this year is continuing the cooperation with the European Federation of Journalists – EFJ, within the project “Building Trust in Media in South Europe and Turkey”, supported by UNESCO.

In the first cycle of trainings, AJK was represented by Getoarbë Mulliqi Bojaj – Executive Director and Researcher in the organization. In the meeting attended by representatives of Kosovo, Albania, Macedonia and Serbia, she emphasized the damage that the COVID-19 pandemic caused to media.

“AJK in cooperation with EFJ has planned in the coming weeks to organize an informal meeting with freelance journalists and photojournalists from Kosovo where they will be able to present their needs,” said Mulliqi-Bojaj.

In these virtual activities, were discussed the rights of journalists in their workplaces with special emphasis on the status of independent journalists and recruitment. The work and activities of the associations and countries participating in the meeting were also presented at the meeting.

During the following activities will be held workshops on various topics, including workshops, communication campaigns, etc.

The Independent Association of Journalists of Serbia condemns the threats received by Zoran Sekulic, editor in chief of FoNet news agency and the attacks and obstructions experienced by the journalists of N1 Television, and demands from the competent authorities to react and investigate these cases and prosecute the perpetrators.

After appearing on N1 morning tv show, Zoran Sekulic received a threatening and insulting message via the social network Facebook, while N1 journalists Vanja Djuric and Filip Lukic were disturbed, insulted and shot with eggs during a protest of opponents of vaccination and extremist organizations. In case of obstruction of the work of the TV N1 team, we commend the reaction of the members of the police who enabled the journalists to continue reporting.

Unfortunately, these cases are just a continuation threat to the safety of independent and professional journalists in Serbia, which is a consequence of the negative atmosphere in society created primarily by government officials and regime media, but also the selective approach of competent authorities to attacks on journalists. Following the example of powerful politicians, many citizens give themselves the right to insult, slander and attack journalists and media workers, and the frequent disinterest and even obstruction of the competent authorities make it impossible for numerous cases of attacks and pressure to be processed and received a court epilogue.

NUNS will inform the competent authorities about the latest cases, record it in the Database of attacks and pressures on journalists and inform international organizations about them.

AJK condemns the lynchings of LDK Branch in Suhareka toward journalist Uran Haxha

0

The Association of Journalists of Kosovo condemns the lynching of the Branch of the Democratic League of Kosovo (LDK) in Suhareka toward the journalist, Uran Haxha.

The branch of the political party LDK in Suhareka last night via a Facebook post, has lynched the journalist Haxha as “the counselor from the underground of Bali Muharremaj”, the opponent of this political party, and that according to them due to Haxha’s presence in the debate, the debate devalued.

For AJK, it is extremely concerning that a political party categorizes journalists in such way and even suggests to the televisions who should be invited on the elections’ debates, for it is a direct interference in the work of media.

We call upon all political parties to refrain from the denigrating language towards journalists and to campaign within the standards.
