N\u00eb deklaratat e saj, Kryebashkiakja u shpreh:<\/span><\/p>\n

\u201cNe kemi rrjete sociale t\u00eb pakontrolluara. Sot ka individ\u00eb n\u00eb rrjete sociale q\u00eb hapin faqe dhe nuk kan\u00eb NIPT, nuk jan\u00eb t\u00eb regjistruar n\u00eb tatime, jan\u00eb krijuar p\u00ebr q\u00ebllime t\u00eb caktuara dhe kan\u00eb ndikim jo pozitiv n\u00eb shoq\u00ebri dhe ndaj bizneseve. Shqet\u00ebsimet e shprehura nga Kryebashkiakja lidhen me \u00e7\u00ebshtje legjitime. Megjithat\u00eb, <\/span>k\u00ebto veprime (si shantazhi, zhvatja apo veprimtari t\u00eb tjera t\u00eb paligjshme) jan\u00eb tashm\u00eb t\u00eb kriminalizuara nga legjislacioni n\u00eb fuqi dhe bien n\u00eb kompetenc\u00ebn e organeve t\u00eb zbatimit t\u00eb ligjit dhe t\u00eb drejt\u00ebsis\u00eb<\/b>. Trajtimi i rrjeteve sociale dhe portaleve online kryesisht p\u00ebrmes nj\u00eb qasjeje t\u00eb rendit dhe siguris\u00eb, si dhe propozimi i zgjidhjeve t\u00eb gjera rregullatore p\u00ebrmes ligjit t\u00eb medias, ngre pik\u00ebpyetje t\u00eb r\u00ebnd\u00ebsishme mbi <\/span>proporcionalitetin, domosdoshm\u00ebrin\u00eb dhe p\u00ebrputhshm\u00ebrin\u00eb me standardet evropiane t\u00eb liris\u00eb s\u00eb shprehjes<\/b>, ve\u00e7an\u00ebrisht kur sfida kryesore lidhet me zbatimin efektiv t\u00eb ligjeve ekzistuese dhe jo me nevoj\u00ebn p\u00ebr kufizime t\u00eb reja t\u00eb gjera.<\/span><\/p>\n

Regjistrimi i detyruesh\u00ebm i aktor\u00ebve n\u00eb rrjetet sociale me num\u00ebr identifikimi tatimor (NIPT), si dhe shtrirja e legjislacionit t\u00eb medias mbi shprehjen online, rrezikojn\u00eb t\u00eb <\/span>p\u00ebrziejn\u00eb sjelljet kriminale me gazetarin\u00eb e ligjshme, kritik\u00ebn qytetare dhe raportimin n\u00eb interes publik<\/b>. Sipas standardeve evropiane p\u00ebr t\u00eb drejtat e njeriut, ligjet e medias synojn\u00eb t\u00eb mbrojn\u00eb veprimtarin\u00eb gazetareske dhe pluralizmin mediatik, jo t\u00eb rregullojn\u00eb shprehjen individuale online apo t\u00eb vendosin k\u00ebrkesa t\u00eb p\u00ebrgjithshme regjistrimi.<\/span><\/p>\n

\u00cbsht\u00eb gjithashtu e r\u00ebnd\u00ebsishme t\u00eb b\u00ebhet nj\u00eb dallim i qart\u00eb mes <\/span>platformave dhe p\u00ebrdoruesve t\u00eb rrjeteve sociale<\/b>, nga nj\u00ebra an\u00eb, dhe <\/span>mediave online (portaleve)<\/b>, nga ana tjet\u00ebr. Standardet evropiane k\u00ebrkojn\u00eb q\u00eb \u00e7do hetim mbi veprimtari kriminale t\u00eb jet\u00eb i synuar, i bazuar n\u00eb prova dhe i kryer n\u00ebn mbik\u00ebqyrje gjyq\u00ebsore, e jo p\u00ebrmes monitorimit apo profilizimit t\u00eb p\u00ebrgjith\u00ebsuar t\u00eb aktor\u00ebve mediatik\u00eb dhe digjital\u00eb.<\/span><\/p>\n

Qasje t\u00eb tilla rrezikojn\u00eb gjithashtu t\u00eb krijojn\u00eb nj\u00eb <\/span>efekt frik\u00ebsues<\/b> p\u00ebr gazetar\u00ebt, sinjalizuesit dhe qytetar\u00ebt q\u00eb p\u00ebrdorin platformat digjitale p\u00ebr t\u00eb raportuar \u00e7\u00ebshtje me interes publik, ve\u00e7an\u00ebrisht n\u00eb nivel lokal. <\/span>Anonimiteti <\/b>njihen si garanci t\u00eb r\u00ebnd\u00ebsishme p\u00ebr lirin\u00eb e shprehjes, sidomos n\u00eb kontekste ku ekzistojn\u00eb pabarazi pushteti, presion ekonomik apo rrezik intimidimi.<\/span><\/p>\n
