Nj\u00eb\u00a0raport<\/a><\/strong>\u00a0i qendr\u00ebs Respublica ka analizuar nivelin e reagimit t\u00eb institucioneve ndaj k\u00ebrkesave p\u00ebr informacion.\u00a0 \u201cDuket se nuk ka prirje pozitive, madje shihet si situata m\u00eb e keqe e kat\u00ebr viteve t\u00eb fundit\u201d<\/em>, thuhet n\u00eb raport.<\/p>\n

Autoritetet japin p\u00ebrgjigje t\u00eb pjesshme kur b\u00ebhet fjal\u00eb p\u00ebr prokurime publike, kontrata koncesionare apo \u00e7\u00ebshtje t\u00eb tjera me interes publik.<\/p>\n

8 vite pas miratimit t\u00eb ligjit\u00a0\u201cautoritetet publike kan\u00eb sofistikuar metodat e veprimit p\u00ebr t\u00eb penguar aksesin n\u00eb informacione sensitive<\/em>\u201d, thuhet n\u00eb raportin e Respublica.<\/p>\n

Gjat\u00eb vitit 2022 ankesat drejtuar zyr\u00ebs s\u00eb Komisionerit p\u00ebr t\u00eb drejt\u00ebn p\u00ebr informim jan\u00eb rritur krahasuar me vitet e m\u00ebparshme. N\u00eb 2022 jan\u00eb regjistruar 1032 raste, nd\u00ebrsa ankesat jan\u00eb rritur, por raporti nuk \u00ebsht\u00eb i nj\u00ebjt\u00eb me numrin e vendimeve t\u00eb marra nga komisioneri.<\/p>\n

\u201cNga t\u00eb dh\u00ebnat rezulton se vitet e fundit, numri i vendimeve t\u00eb dh\u00ebna nga Komisioneri \u00ebsht\u00eb n\u00eb rritje q\u00eb nga viti 2019 kur u sh\u00ebnua numri m\u00eb i ul\u00ebt i vendimeve. Duhet th\u00ebn\u00eb q\u00eb ky num\u00ebr \u00ebsht\u00eb ende shum\u00eb i ul\u00ebt n\u00eb raport me numrin e ankesave t\u00eb paraqitura\u201d<\/i>, thuhet n\u00eb raport.<\/p>\n

Shifrat e ankesave tregojn\u00eb p\u00ebr nj\u00eb rritje t\u00eb nd\u00ebrgjegj\u00ebsimit t\u00eb qytetar\u00ebve p\u00ebr t\u00eb ushtruar t\u00eb drejt\u00ebn p\u00ebr informacion, teksa nga ana tjet\u00ebr pasqyrohet nj\u00eb refuzim nga institucionet p\u00ebr t\u00eb dh\u00ebn\u00eb informacion.<\/p>\n

Sa i p\u00ebrket reagimit t\u00eb institucioneve ndaj k\u00ebrkesave fillestare p\u00ebr 2022, pra pa nd\u00ebrhyrjen e komisionerit, paraqitet si m\u00eb e keqja n\u00eb kat\u00ebr vitet e fundit.<\/p>\n

P\u00ebrgjigje e plot\u00eb \u00ebsht\u00eb dh\u00ebn\u00eb n\u00eb 54% t\u00eb rasteve, p\u00ebrgjigje e pjesshme n\u00eb 18% t\u00eb rasteve dhe mosp\u00ebrgjigje n\u00eb 28% t\u00eb rasteve.<\/p>\n

Viti 2022 ka sh\u00ebnuar nj\u00eb p\u00ebrkeq\u00ebsim t\u00eb situat\u00ebs me kthimin e p\u00ebrgjigjeve nga institucionet.\u00a0 Ka nj\u00eb ulje t\u00eb rasteve ku kthehet p\u00ebrgjigje e plot\u00eb, sipas raportit, teksa p\u00ebrgjigjet e pjesshme nuk kan\u00eb ndryshuar. Por nga ana tjet\u00ebr ka nj\u00eb rritje t\u00eb mosp\u00ebrgjigjeve krahasuar me nj\u00eb vit m\u00eb par\u00eb.<\/p>\n

Ky raport ka analizuar dhe koh\u00ebzgjatjen e kthimit t\u00eb p\u00ebrgjigjeve. Autoritetet priren t\u00eb shpenzojn\u00eb 15 dit\u00eb kalendarike p\u00ebr kthimin e p\u00ebrgjigjes. Por krahasuar me vitet e m\u00ebparshme ka p\u00ebrmir\u00ebsim t\u00eb situat\u00ebs.<\/p>\n

\u201cMegjith\u00ebse ky tregues \u00ebsht\u00eb p\u00ebrmir\u00ebsuar, p\u00ebrs\u00ebri mesatarja \u00ebsht\u00eb pak p\u00ebrtej afatit ligjor, nd\u00ebrkoh\u00eb q\u00eb autoriteteve publike nuk i mungon as infrastruktura dhe as njohja e ligjit p\u00ebr t\u00eb kthyer p\u00ebrgjigje m\u00eb shpejt. Ky tregues nuk p\u00ebrfshin koh\u00ebzgjatjen e kthimit t\u00eb p\u00ebrgjigjes p\u00ebr ato raste kur \u00ebsht\u00eb vijuar ankim tek Komisioneri\u201d<\/em>, thuhet m\u00eb tej n\u00eb raport.<\/p>\n

Me 19 shtator komisioni i ligjeve\u00a0miratoi<\/a><\/strong>\u00a0pa debat ndryshimet n\u00eb ligjin \u201cP\u00ebr t\u00eb Drejt\u00ebn e Informimit\u201d.<\/p>\n

Ligji\u00a0\u201cP\u00ebr t\u00eb Drejt\u00ebn e Informimit\u201d<\/a><\/strong>, po\u00a0ndryshohet<\/a><\/strong>\u00a0p\u00ebr her\u00eb t\u00eb par\u00eb q\u00eb pas miratimit n\u00eb vitin 2014. Ndryshimet jan\u00eb pritur me kritika nga aktor\u00eb t\u00eb medias dhe shoq\u00ebris\u00eb civile.<\/p>\n

Ky propozim p\u00ebr ndryshime n\u00eb ligj, u hodh fillimisht p\u00ebr konsultim nga Ministria e Drejt\u00ebsis\u00eb. Ligji parashikon nj\u00eb s\u00ebr\u00eb ndryshimesh thelb\u00ebsore si ulja e gjobave ndaj autoriteteve publike, shtimi i pagave p\u00ebr koordinator\u00ebt e t\u00eb drejt\u00ebs s\u00eb informimit dhe prezantimin e konceptit t\u00eb k\u00ebrkesave abuzive apo me karakter p\u00ebrs\u00ebrit\u00ebs. Por ky propozim u ndryshua m\u00eb von\u00eb pas kritikave nga media dhe shoq\u00ebria civile p\u00ebr t\u2019u t\u00ebrhequr nga neni p\u00ebr \u201ck\u00ebrkesat e abuzive\u201d.<\/p>\n

Ndryshimet n\u00eb ligj t\u00eb propozuara nga Ministria e Drejt\u00ebsis\u00eb jan\u00eb kritikuar nga ekspert\u00ebt e fush\u00ebs t\u00eb cil\u00ebt vler\u00ebsuan se k\u00ebrkesat abuzive dhe gjobat nuk kan\u00eb qen\u00eb problemi kryesor i ligjit t\u00eb vjet\u00ebr.<\/p>\n

Sipas ndryshimeve t\u00eb reja n\u00eb ligj, komisioneri pas hetimit mund t\u00eb vendos gjoba ndaj titullarit t\u00eb institucionit apo zyrtarit i cili nuk ka penguar dh\u00ebnien e informacionit.<\/p>\n

Blerjana Bino nga\u00a0rrjeti \u201cSafe Jounralists\u201d shprehet sa i takon ndryshimeve ligjore, se \u00ebsht\u00eb e nevojshme t\u00eb b\u00ebhet monitorimi i tyre se si do t\u00eb zbatohen n\u00eb praktik\u00eb.<\/p>\n

Ajo n\u00ebnvizon se ka disa p\u00ebrmir\u00ebsime tek k\u00ebto ndryshime pas sugjerimeve nga shoq\u00ebria civile.<\/p>\n
