Nini paralajm\u00ebroi se \u201cshuma trondit\u00ebse\u201d parash t\u00eb pa gjurmueshme po derdheshin n\u00eb rrjetet sociale p\u00ebr t\u00eb ndikuar te votuesit dhe p\u00ebr t\u00eb p\u00ebrhapur dezinformata p\u00ebrpara zgjedhjeve t\u00eb 11 majit, t\u00eb shoq\u00ebruara me sulme t\u00eb koordinuara ndaj mediave dhe profileve t\u00eb kandidat\u00ebve. Ai e p\u00ebrshkroi k\u00ebt\u00eb si nj\u00eb \u201cluft\u00eb online\u201d me lajme t\u00eb rreme dhe fushata denigruese t\u00eb dizajnuara p\u00ebr t\u00eb ndikuar opinionin publik.<\/p>\n<p>P\u00ebr ta luftuar k\u00ebt\u00eb fenomen, Acromax propozoi krijimin e nj\u00eb qendre digjitale monitorimi, ku \u00e7dokush \u2013 p\u00ebrfshir\u00eb gazetar\u00ebt apo qytetar\u00ebt \u2013 mund t\u00eb raportonte sulme online ose shkelje zgjedhore, t\u00eb cilat m\u00eb pas do t\u00eb verifikoheshin dhe trajtoheshin n\u00eb koh\u00eb reale. Sipas Ninit, nj\u00ebsit\u00eb e specializuara t\u00eb SPAK p\u00ebr krimin kibernetik mund t\u00eb merrnin masa t\u00eb menj\u00ebhershme, duke u angazhuar drejtp\u00ebrdrejt me platforma si Meta (Facebook), YouTube ose TikTok p\u00ebr t\u00eb ndaluar aktivitetet e paligjshme.<\/p>\n<p>Me r\u00ebnd\u00ebsi, Nini e prezantoi k\u00ebt\u00eb qend\u00ebr si nj\u00eb p\u00ebrpjekje bashk\u00ebpunuese: nj\u00eb \u201cqend\u00ebr civile\u201d e operuar nga nj\u00eb kompani (ose nj\u00eb konsorcium entitetesh) p\u00ebr t\u00eb ndihmuar SPAK-un, nd\u00ebrsa SPAK do t\u00eb merrej me zbatimin ligjor t\u00eb rregullave zgjedhore. Ai theksoi se Acromax \u00ebsht\u00eb n\u00eb nj\u00eb pozicion unik p\u00ebr k\u00ebt\u00eb rol \u2013 \u201ci vetmi entitet me mjetet teknike [ose] kanalet e komunikimit me k\u00ebto platforma\u201d \u2013 dhe madje ofroi \u201ckonsulenc\u00ebn e kompanis\u00eb falas\u201d p\u00ebr t\u00eb ndihmuar n\u00eb krijimin e nj\u00eb \u201cklime t\u00eb ligjshme\u201d online gjat\u00eb zgjedhjeve.<\/p>\n<p>Propozimi i Acromax ngre shqet\u00ebsime mes mbrojt\u00ebsve t\u00eb liris\u00eb s\u00eb medias, pasi mund t\u00eb p\u00ebrb\u00ebj\u00eb censur\u00eb t\u00eb miratuar nga shteti ndaj fjal\u00ebs politike. Acromax ka nj\u00eb histori kontroverse n\u00eb lidhje me heqjen e p\u00ebrmbajtjes online n\u00eb Shqip\u00ebri. Raporte investigative dhe organizata monitoruese, p\u00ebrfshir\u00eb Rrjetin <a href=\"https:\/\/safejournalists.net\/?s=acromax&amp;lang=en\">Safe Journalists<\/a> dhe <a href=\"https:\/\/www.mfrr.eu\/monitoring-report-2024-1548-media-freedom-alerts-in-the-past-year\/\">Media Freedom Rapid Response<\/a>, kan\u00eb dokumentuar se Acromax p\u00ebrdor n\u00eb m\u00ebnyr\u00eb sistematike pretendimet p\u00ebr shkelje t\u00eb t\u00eb drejtave t\u00eb autorit p\u00ebr t\u00eb fshir\u00eb p\u00ebrmbajtje n\u00eb nj\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebanshme. Zbatimi i masave nga Acromax \u00ebsht\u00eb shum\u00eb selektiv. Ky historik i heshtjes s\u00eb mediave kritike p\u00ebrmes mjeteve teknike ushqen skepticizmin mbi rolin e Acromax si \u201crojtar\u201d i p\u00ebrmbajtjes zgjedhore.<\/p>\n<p>Nj\u00eb \u201cQend\u00ebr p\u00ebr Monitorimin e Zgjedhjeve n\u00eb Rrjetet Sociale\u201d e drejtuar de facto nga Acromax mund t\u00eb institucionalizoj\u00eb m\u00eb tej censur\u00ebn ndaj z\u00ebrave kund\u00ebrshtar\u00eb. Duke e cil\u00ebsuar nj\u00eb p\u00ebrmbajtje si \u201cshkelje zgjedhore\u201d, autoritetet (ose p\u00ebrfaq\u00ebsuesit e tyre privat\u00eb) mund t\u00eb fshijn\u00eb postime ose t\u00eb \u00e7aktivizojn\u00eb llogari n\u00eb nj\u00eb m\u00ebnyr\u00eb q\u00eb duket e ligjshme, por n\u00eb fakt p\u00ebrb\u00ebn censur\u00eb partiake. Kjo mund t\u00eb zvog\u00ebloj\u00eb hap\u00ebsir\u00ebn p\u00ebr kritika publike, duke \u00e7uar n\u00eb nj\u00eb elektorat m\u00eb pak t\u00eb informuar.<\/p>\n<p>N\u00eb terma praktik\u00eb, nj\u00eb qend\u00ebr monitorimi e rrjeteve sociale duhet t\u00eb b\u00ebj\u00eb dallimin midis krimeve zgjedhore t\u00eb mir\u00ebfillta (p.sh. blerja e votave p\u00ebrmes rrjeteve sociale, nxitja e drejtp\u00ebrdrejt\u00eb e dhun\u00ebs, fushatat e koordinuara t\u00eb dezinformimit nga aktor\u00eb t\u00eb huaj) dhe debatit t\u00eb zakonsh\u00ebm politik (p\u00ebrfshir\u00eb kritikat e ashpra, satir\u00ebn apo propagand\u00ebn partiake). Frika \u00ebsht\u00eb se Acromax \u2013 duke marr\u00eb parasysh sjelljen e tij t\u00eb m\u00ebparshme \u2013 mund t\u00eb mos e b\u00ebj\u00eb k\u00ebt\u00eb dallim me kujdesin e duhur.<\/p>\n<p>N\u00eb strategjin\u00eb e publikuar, \u201c<a href=\"https:\/\/spak.gov.al\/wp-content\/uploads\/2025\/02\/Strategjia-e-Hetimit-dhe-Parandalimit-te-Krimit-Zgjedhor-per-Zgjedhjet-per-Kuvendin-2025.pdf?fbclid=IwY2xjawIkJ6RleHRuA2FlbQIxMAABHTkDC3uEKltqHJjmTTPgqRA1cPDC-rUou2YUW35yiEJJI7pey5UNNHREow_aem_PhCxi6pJR06CaiwPDkVx6w\">Strategjia p\u00ebr Hetimin dhe Parandalimin e Krimeve Zgjedhore p\u00ebr Zgjedhjet e 2025-\u00ebs<\/a>\u201d, SPAK e identifikon rrjetet sociale si pjes\u00eb t\u00eb fush\u00ebbetej\u00ebs zgjedhore. Strategjia b\u00ebn thirrje n\u00eb m\u00ebnyr\u00eb eksplicite p\u00ebr \u201cmonitorimin e mediave dhe rrjeteve sociale p\u00ebr tregues t\u00eb mundsh\u00ebm t\u00eb veprave penale n\u00eb kontekstin e zgjedhjeve.\u201d<\/p>\n<p>Gjithashtu parashtron krijimin e kanaleve zyrtare p\u00ebr raportimin e shkeljeve: SPAK planifikon t\u00eb \u201cngrej\u00eb nj\u00eb platform\u00eb t\u00eb dedikuar n\u00eb faqen zyrtare p\u00ebr raportimin e rasteve\u201d t\u00eb krimeve zgjedhore, duke p\u00ebrfshir\u00eb mekanizma p\u00ebr raportime anonime dhe n\u00eb koh\u00eb reale.<\/p>\n<p>Kjo do t&#8217;i lejonte qytetar\u00ebt, gazetar\u00ebt dhe madje edhe kandidat\u00ebt q\u00eb t\u00eb njoftojn\u00eb drejtp\u00ebrdrejt prokuror\u00ebt p\u00ebr incidente si blerja e votave, frik\u00ebsimi i votuesve, keqp\u00ebrdorimi i burimeve shtet\u00ebrore n\u00eb fushata ose ofendime t\u00eb mundshme n\u00eb internet, si ngacmimi kibernetik i kandidat\u00ebve ose propaganda e paligjshme politike. Gjithashtu, strategjia thekson bashk\u00ebpunimin nd\u00ebrinstitucional \u2013 SPAK synon t\u00eb punoj\u00eb ngusht\u00eb me Komisionin Qendror t\u00eb Zgjedhjeve (KQZ), Policin\u00eb e Shtetit, agjencit\u00eb e tjera ligjzbatuese dhe organizatat e shoq\u00ebris\u00eb civile n\u00eb nj\u00eb p\u00ebrpjekje t\u00eb koordinuar p\u00ebr t\u00eb ruajtur integritetin e zgjedhjeve. Transparenca dhe llogaridh\u00ebnia jan\u00eb tema t\u00eb p\u00ebrs\u00ebritura, ku SPAK angazhohet p\u00ebr \u201ckomunikim n\u00eb koh\u00eb reale me publikun dhe KQZ\u201d p\u00ebr \u00e7\u00ebshtjet e krimit n\u00eb zgjedhje dhe publikimin e t\u00eb dh\u00ebnave p\u00ebr rastet e trajtuara.<\/p>\n<p>N\u00eb dukje, propozimi i Acromax adreson nj\u00eb shqet\u00ebsim t\u00eb ngjash\u00ebm \u2013 dimensionin digjital t\u00eb krimeve zgjedhore \u2013 dhe madje pasqyron disa elemente t\u00eb strategjis\u00eb s\u00eb SPAK (p.sh. nj\u00eb platform\u00eb p\u00ebr raportime dhe monitorimin e rrjeteve sociale). Megjithat\u00eb, ekzistojn\u00eb dallime thelb\u00ebsore n\u00eb qasje dhe qeverisje. Strategjia e SPAK parashikon q\u00eb k\u00ebto detyra t\u00eb kryhen brenda kuadrit t\u00eb institucioneve shtet\u00ebrore dhe mandateve ekzistuese ligjore. Platforma e dedikuar p\u00ebr raportime do t\u00eb ishte n\u00eb faqen zyrtare t\u00eb SPAK dhe, me shum\u00eb gjasa, n\u00ebn kontrollin e tij. Askund n\u00eb strategji nuk p\u00ebrmendet delegimi i zbatimit te nj\u00eb kompani e pal\u00ebs s\u00eb tret\u00eb; p\u00ebrkundrazi, fokusi \u00ebsht\u00eb n\u00eb forcimin e kapaciteteve t\u00eb brendshme t\u00eb SPAK (p.sh. ngritja e ekipeve speciale hetimore gjat\u00eb periudh\u00ebs zgjedhore) dhe bashk\u00ebpunimin me partner\u00eb vendas dhe nd\u00ebrkomb\u00ebtar\u00eb n\u00eb m\u00ebnyr\u00eb zyrtare.<\/p>\n<p>Plani i SPAK ka t\u00eb b\u00ebj\u00eb me zbatimin e paansh\u00ebm dhe t\u00eb bazuar n\u00eb ligj t\u00eb rregullave zgjedhore, me mb\u00ebshtetje nga organet e rendit dhe v\u00ebzhguesit civil\u00eb \u2013 dhe jo me delegimin e autoritetit te nj\u00eb subjekt privat i vet\u00ebm.<\/p>\n<p>Propozimi i Acromax, n\u00eb kontrast, fut nj\u00eb \u201cqend\u00ebr\u201d gjysm\u00eb-private brenda k\u00ebtij kuadri, duke sfumuar kufijt\u00eb e llogaridh\u00ebnies. Nini e p\u00ebrshkruan k\u00ebt\u00eb qend\u00ebr si \u201ccivile\u2026 e drejtuar nga nj\u00eb kompani ose disa entitete q\u00eb ndihmojn\u00eb SPAK-un,\u201d nd\u00ebrsa SPAK do t\u00eb nd\u00ebrmerrte m\u00eb pas veprimet ligjore. Kjo sugjeron nj\u00eb struktur\u00eb paralele: Acromax do t\u00eb merrej me zbulimin dhe ndoshta vler\u00ebsimin fillestar t\u00eb p\u00ebrmbajtjes n\u00eb rrjetet sociale, duke i referuar rastet te SPAK p\u00ebr veprim. Ky \u00ebsht\u00eb nj\u00eb partneritet jozyrtar, i cili nuk p\u00ebrcaktohet qart\u00eb n\u00eb ligj.<\/p>\n<p>Nd\u00ebrsa SPAK \u00ebsht\u00eb zotuar t\u00eb bashk\u00ebpunoj\u00eb me \u201centitete private dhe shtet\u00ebrore\u201d p\u00ebr mbledhjen e informacionit, kjo ka t\u00eb ngjar\u00eb t\u2019i referohet bashk\u00ebpunimit me platformat e mediave sociale (p.sh. k\u00ebrkesa p\u00ebr t\u00eb dh\u00ebna nga Facebook) ose me mediat, dhe jo delegimit t\u00eb rolit t\u00eb tij monitorues tek ato. P\u00ebrfshirja e nj\u00eb kompanie private brenda aktiviteteve t\u00eb zbatimit t\u00eb ligjit \u00ebsht\u00eb e pazakont\u00eb dhe ngre shqet\u00ebsime p\u00ebr konflikt interesi \u2013 ve\u00e7an\u00ebrisht kur b\u00ebhet fjal\u00eb p\u00ebr nj\u00eb kompani q\u00eb ka klient\u00eb n\u00eb industrin\u00eb e medias dhe lidhje me figura politike.<\/p>\n<p>Kjo mund t\u00eb rrezikoj\u00eb perceptimin e paanshm\u00ebris\u00eb s\u00eb SPAK n\u00eb luft\u00ebn kund\u00ebr krimeve zgjedhore. Strategjia e SPAK thekson transparenc\u00ebn dhe llogaridh\u00ebnien, nd\u00ebrsa m\u00ebnyra e veprimit e Acromax n\u00eb t\u00eb kaluar\u00ebn ka qen\u00eb e paqart\u00eb dhe e nj\u00ebanshme.<\/p>\n<p>Propozimi i Acromax prek nj\u00eb nevoj\u00eb reale (monitorimin e abuzimeve zgjedhore online), t\u00eb cil\u00ebn edhe strategjia e SPAK e njeh. Megjithat\u00eb, ai nuk p\u00ebrputhet plot\u00ebsisht me standardet evropiane apo me metod\u00ebn e parashikuar t\u00eb funksionimit nga strategjia.
