Raporti arrin n\u00eb p\u00ebrfundimin se p\u00ebrqendrimi i pron\u00ebsis\u00eb mediatike, nd\u00ebrhyrjet politike dhe frik\u00ebsimi i gazetar\u00ebve kan\u00eb minuar kushtet p\u00ebr nj\u00eb debat publik t\u00eb informuar dhe drejt\u00ebsi zgjedhore. Ai gjithashtu p\u00ebrmend Rrjetin SafeJournalists<\/a> (SJN) si nj\u00eb burim ky\u00e7 q\u00eb dokumenton sulmet ndaj gazetar\u00ebve.<\/p>\n

\u201cPavar\u00ebsia, diversiteti dhe integriteti i lajmeve q\u00eb u ofrohen votuesve jan\u00eb c\u00ebnuar nga var\u00ebsia e shumic\u00ebs s\u00eb mediave ndaj financimeve jotransparente nga interesa politike dhe biznesi, t\u00eb cilat shpesh mb\u00ebshteten n\u00eb kontrata me qeverin\u00eb\u201d (fq. 22).<\/p><\/blockquote>\n

\u201cNd\u00ebrhyrjet e p\u00ebrhapura nga pronar\u00ebt e mediave n\u00eb autonomin\u00eb redaksionale, s\u00eb bashku me vet\u00ebcensur\u00ebn midis gazetar\u00ebve, ndikojn\u00eb negativisht n\u00eb informacionin q\u00eb i ofrohet publikut.\u201d (fq. 23)<\/p>\n

K\u00ebrc\u00ebnime Ligjore: Padi p\u00ebr Fyerje dhe SLAPP-e<\/h3>\n

Pavar\u00ebsisht rekomandimeve t\u00eb p\u00ebrs\u00ebritura nd\u00ebrkomb\u00ebtare, Shqip\u00ebria vazhdon t\u00eb kriminalizoj\u00eb fyerjen. ODIHR konstaton se:<\/p>\n

\u201cGazetar\u00ebt jan\u00eb p\u00ebrballur me nj\u00eb num\u00ebr t\u00eb madh \u00e7\u00ebshtjesh civile dhe penale p\u00ebr fyerje vitet e fundit, p\u00ebrfshir\u00eb raste t\u00eb padive strategjike kund\u00ebr pjes\u00ebmarrjes publike (SLAPP).\u201d (fq. 24)<\/p><\/blockquote>\n

Raporti \u00ebsht\u00eb i qart\u00eb dhe i prer\u00eb:<\/p>\n

SCiDEV<\/a> ka publikuar gjithashtu nj\u00eb analiz\u00eb t\u00eb pavarur ligjore t\u00eb projekt-Kodit Penal t\u00eb Shqip\u00ebris\u00eb, duke theksuar rreziqe t\u00eb m\u00ebdha p\u00ebr lirin\u00eb e shprehjes, lirin\u00eb e medias dhe rolin e mbik\u00ebqyr\u00ebsve publik\u00eb\u00a0 p\u00ebrfshir\u00eb gazetar\u00ebt, sinjalizuesit, organizatat e shoq\u00ebris\u00eb civile dhe mbrojt\u00ebsit e t\u00eb drejtave t\u00eb njeriut.<\/p>\n

Kontrolli Shtet\u00ebror i Informacionit dhe Manipulimi Mediatik<\/h3>\n

Agjencia e Informacionit dhe Medias (MIA), q\u00eb vepron n\u00eb var\u00ebsi t\u00eb Zyr\u00ebs s\u00eb Kryeministrit, identifikohet n\u00eb raport si nj\u00eb mekaniz\u00ebm ky\u00e7 i komunikimit t\u00eb centralizuar t\u00eb qeveris\u00eb:<\/p>\n

\u201cAgjencia e Informacionit dhe Medias centralizon dhe filtrin informacionin q\u00eb publikohet p\u00ebr qeverin\u00eb dhe institucionet publike.\u201d (fq. 23)<\/p><\/blockquote>\n

\nM\u00eb 22 janar 2025, kat\u00ebrmb\u00ebdhjet\u00eb organizata t\u00eb shoq\u00ebris\u00eb civile publikuan nj\u00eb deklarat\u00eb t\u00eb p\u00ebrbashk\u00ebt<\/a>, duke u b\u00ebr\u00eb thirrje partive politike dhe kandidat\u00ebve t\u00eb respektojn\u00eb parimet themelore t\u00eb liris\u00eb s\u00eb medias, transparenc\u00ebs dhe debatit demokratik para dhe gjat\u00eb fushat\u00ebs p\u00ebr zgjedhjet e p\u00ebrgjithshme t\u00eb 11 majit 2025.
