SCiDEV, partner of SafeJournalist Network, has published a working paper offering an initial assessment of the Anti-SLAPP Directive, with a focus on evaluating existing mechanisms within Albanian legislation that may already address elements regulated by the Directive, as well as identifying critical points where national law diverges from its provisions. Furthermore, it outlines the necessary legal reforms that will be required for the Directive’s effective implementation in Albania. Beyond a technical review, this assessment serves as a foundation for further deliberation and dialogue among stakeholders, including media professionals, legal experts, civil society, and policymakers. By fostering informed discussions, this paper aims to facilitate dialogue in the public sphere and with the decision-makers in taking the first steps toward incorporating the EU Anti-SLAPP Directive and CoE Recommendation CM/Rec(2024)2 into the national legal framework, which is particularly important as Albania advances in its EU accession process and aligns its laws with European standards.
