The Resolution of the Albanian Parliament on the Public Broadcaster – RTSH
The 2023 evaluation report of the Albanian Radio and Television (RTSH) by the Commission for Education and Public Information Media of the Albanian Parliament provides a comprehensive review of the institution’s activities (published on 1st July 2024).
Based on the annual report presented by RTSH leadership, the commission’s assessment highlighted several criticisms and some achievements. Criticisms included a lack of transparency in expenditures, particularly concerning the 62nd Song Festival and the independent production fund, a high employee turnover rate, and the failure to broadcast the 2024 European Football Championship. Additionally, ongoing issues with the digitalization of the archive were noted. Conversely, notable achievements included the complete reconstruction and modernization of the Symphony Orchestra Hall and the main studios of Radio Tirana, the establishment of a joint office with Radio Television of Kosovo, and the production of various cultural and educational programs.
In conclusion, the commission approved a draft resolution submitted to the plenary session for voting on 25th July 2024. The resolution contains several key recommendations for RTSH in 2024. These include enhancing transparency by publishing festival expenditures and costs for independent audiovisual productions and making the activities and decisions of the RTSH Board and Administration Board publicly available.
The commission also urged RTSH to inform them about the reasons for the high employee turnover and the financial impact of related legal cases. These are both recurring issues highlighted by the Safe Journalists Network and we appreciate the recommendations included in the resolution. Additionally, RTSH is advised to prioritize strategic planning, with the development of a strategic plan to ensure sustainability and vision for RTSH.
Furthermore, a commitment to the digitalization of RTSH’s archives is essential. Finally, the commission recommended including informative and explanatory content in “RTSH Kuvend” for public consultation on legislative acts and ensuring transparency in the organizational structure, vacancy announcements, and recruitment processes.
