CROATIA Indicators on the Level of Media Freedom and Journalists’ Safety Index 2024

This report provides a detailed analysis of the state of media freedom and the safety of journalists in Croatia. Although the legal framework is formally established and envisages the protection of freedom of expression, practice reveals serious weaknesses in its implementation. The report highlights political influence over regulatory bodies and public media, restricted access to information, and non-transparent financing models that undermine editorial independence. Special attention is given to the problem of SLAPP lawsuits, journalists’ working conditions, and discrimination, with a particular focus on the additional obstacles faced by female journalists. Furthermore, the report examines the growing threats and attacks against journalists, shortcomings in institutional protection, and the prevailing atmosphere of pressure and self-censorship within newsrooms. Taken as a whole, the report underscores the urgent need for structural reforms and more effective protection in order to ensure genuine media freedom and the safety of journalistic work in Croatia.
