Doctor Fined for Threatening, Insulting, and Harassing Journalist

Vladimir Peruničić, a cardiologist at the Clinical Center of Montenegro, has been fined the maximum amount of €1,000 and ordered to undergo mandatory outpatient treatment for alcoholism.

Gradska TV’s portal reports that this was the decision of the Misdemeanor Court in Podgorica, following a complaint filed by Gradska TV journalist Magdalena Čelanović, who accused Peruničić of insults, threats, and harassment.

In court, Peruničić admitted responsibility for the offenses and stated he had been intoxicated at the time, claiming he loses control of his actions under the influence of alcohol.

According to the portal, Peruničić had previously been convicted in 2023 and fined €300 for similar behavior.

The verdict was handed down by Judge Nedo Jovanović. During her closing arguments, Romina Vlahović, a prosecutor at the Basic State Prosecutor’s Office in Podgorica, requested that Peruničić be sentenced to the maximum prison term for the offenses, but the court did not uphold the request.

Peruničić was detained yesterday after Čelanović reported him for insults, threats, and harassment.

Two nights ago, Čelanović filed a complaint with the Tivat police, stating that Peruničić had sent her offensive and sexist messages via email and text.

As reported by Vijesti yesterday, Čelanović told police that the harassment began after a photo of her and Podgorica Deputy Mayor Nađa Ljiljanić was posted on Gradska RTV’s official Instagram page. Beneath the photo, Peruničić left a vulgar comment, which Čelanović deleted before reaching out to the Ministry of Health.

The Ministry responded by condemning the doctor’s behavior and stated that they had forwarded the complaint to the director of the Clinical Center.

Despite this, the Clinical Center remained silent for days. After Čelanović sent an official letter on April 23, Peruničić began sending her disturbing emails and Instagram messages the following evening around 11 p.m.

Čelanović told the police that Peruničić had threatened that he was not afraid of her, that he would find her and assault her, and had sent a series of offensive and sexist messages.

She stated she feared for her safety and added that Peruničić had taken photos inside the Clinical Center and posted them with offensive comments aimed at Gradska RTV, referring to the outlet as a “septic tank of allergens.”

Although the Clinical Center received the initial complaint on April 8, they only responded two days ago, stating that the doctor’s actions occurred outside of working hours and work premises, and that private correspondence did not constitute a breach of professional duties performed at or in relation to work.
