Elektromreža Srbije (EMS) filed a criminal complaint for “causing panic and disorder” against journalist Vuk Cvijić, director Mihailo Jovićević, and editor Vesna Mališić, in response to an article published in the weekly Radar on November 21, 2024. The article, authored by Vuk Cvijić, discusses the “collapse of Serbia’s electrical power system” and is based on facts provided by a qualified expert, Dr. Bojan Ivanović, PhD in Electrical Engineering, who has 26 years of experience working at Elektroprivreda Srbije (EPS), Elektromreža Srbije (EMS), and Elektrodistribucija (EDS).
EMS did not inform the public about how the issues raised in the article were addressed but instead filed the criminal complaint. Since the publication of the article, there has been no institutional response, despite the fact that information of public interest was presented.
Filing complaints for spreading panic against journalists who highlight issues within their work represents a concerning practice, which is certainly not aimed at protecting rights. This practice can have serious consequences for freedom of expression, as its goal is to influence journalists and prevent them from reporting on certain topics. Such complaints bear the characteristics of SLAPP lawsuits.
