This report provides a detailed analysis of the state of media freedom and the safety of journalists in Croatia. Despite the existing legislative framework, media freedom and journalists’ safety continue to face significant challenges. The main issues include political influence over the media and regulatory bodies, non-transparent funding, the lack of key reforms, precarious working conditions for journalists, and insufficient protection against SLAPP lawsuits and other forms of pressure. At the same time, the number of threats against journalists is increasing, particularly online attacks and death threats, while institutional responses often remain inconsistent and ineffective. Together with the challenges posed by digital platforms and artificial intelligence, these developments highlight the need for comprehensive reforms to ensure independent media, stronger protection for journalists, and more effective implementation of existing legislation.
