Регионална платформа: Србија мора да дејствува и да ги заштити новинарите на Н1

БЕЛГРАД, 05.02.2019 – Регионалната платформа на Западен Балкан за застапување на слободата на медиумите и безбедноста на новинарите која застапува повеќе од 8.000 членови, остро ги осудува смртните закани кон колегите од Н1 ТВ, кои следеа откако потпретседателот на партијата на власт (Српската прогресивна партија) Миленко Јованов сугерираше дека Н1 не биле објективни и дека ја признале независноста на Косово.

На 04 февруари Н1 ТВ објави дека нивната канцеларија во Белград примила серија навреди на социјалните мрежи, во кои нивните новинари биле нарекувани како “предавници” и “анти-срби”. Тие добиле и писмо со сериозни закани по нивните животи, животите на нивните семејства, како и порака дека зградата на Н1 ТВ ќе биде разнесена. Пораката гласела: “Имате ли вие семејства? Ги убивате нашите деца и внуци и не сте свесни дека доколку се случи уништување, вашата зграда ќе биде прва што ќе биде разнесена и притоа може да ги изгубите вашите најмили. Затоа, ние ветераните предупредуваме да не си играте со ничии судбини, бидејќи вашата судбина е во наши раце“. Писмото беше потпишано од “Белградските ветерани од војната во 1999“, но претседателот на ова здружение одби било каква негова вмешаност и ја повика полицијата да изврши истрага.

Инцидентот уредно беше пријавен во полиција.

„Преку сугерирање дека Н1 ТВ ја признала независноста на Косово, државните претставници директно ги иницираат и охрабруваат луѓето кои коментираат на интернет да ги нарекуваат телевизијата и новинарите како предавници“, рече Жељко Бодрозиќ, потпретседател на НУНС и додаде дека „Вакви јавни изјави од страна на функционерите стимулираат закани и напади кон новинарите. НУНС веќе подолго време укажува на овој проблем и побара од државните функционери да се откажат од тој речник и наместо тоа, тие да бидат пример за општеството“.

Во последните три години НУНС регистрираше повеќе од 80 случаи на притисоци врз новинарите и медиумите. Тие вклучуваат јавно етикетирање на новинарите како “предавници“, “странски платеници“ и слични квалификации дадени од страна на државните функционери.

Регионалната платформа го поддржува НУНС во своите напори да ги заштити новинарите и слободата на говорот и ги повикува сите релевантни институции да го истражат овој случај, да ги доведат насилниците пред лицето на правдата и соодветно да ги казнат.

Дополнително, апелираме до највисоките претставници на Србија, претседателот на државата Александар Вучиќ и премиерката Ана Брнабиќ да ги осудат овие ужасни закани и да влијаат на државните службеници за да престанат да ги етикетираат новинарите во јавност.

Секој напад врз новинарите претставува напад на јавниот интерес, демократијата и правата на сите граѓани.

PODGORICA, 05.02.2019. – Serija sastanaka koju su predstavnici Sindikata medija Crne Gore (SMCG) obavili prethodnih dana, kako bi se sagledala mogućnost izlaska iz krize lokalnog javnog emitera RTV Ulcinj, rezultirala je jedinstvenim zaključkom da taj medij mora opstati i da Opština Ulcinj mora naći način da ga finansira.

Rukovodstvo SMCG je obavilo razgovore sa predsjednikom Opštine Ljorom Nrekićem (DPS), predsjednikom Skupštine Ilirom Čapunijem (Forca), te predsjednicima odborničkih klubova i odbornicima Bojanom Đakonovićem (DPS), Naserom Resulbegovićem (SDP) i Muamerom Raščićem (BS). Zahtjev za prijem je bio upućen svim odborničkim klubovima u Skuptini Opštine Ulcinj.

Razgovarano je i sa poslanicima u Skupštini Crne Gore koji su iz Ulcinja i to sa potpredsjednikom Skupštine Gencijem Nimanbeguom (Forca), Dritanom Abazovićem (URA) i Ljuiđem Škreljom (DPS).

Postignuta je saglasnost oko četiri tačke:

Hitno treba početi sa isplatom zaostalih plata jer je neprihvatljivo da se zaposlenima duguje 15 zarada;
Na prvoj narednoj sjednici Skupštine treba imenovati članove Savjeta RTV Ulcinj kako bi se stvorili uslovi da medij normalno funkcioniše;
Novi Savjet i Opština što prije treba da potpišu trogodišnji ugovor o programskim sadržajima, u skladu sa zakonom o elektronskim medijima;
„Oživjeti“ radio tako što će se pokrenuti portal na kojem će se, između ostalog, kao prelazno rješenje dok se ne steklnu uslovi za otvaranje televizije, direktno prenositi zasjedanja lokalnog parlamenta.

Iako ne postoji saglasnost oko toga kako je došlo do situacije da lokalni radio bude zapostavljen u mjeri u kojoj je sada (15 neisplaćenih zarada, više od 100.000 eura duga za poreze i doprinose, manje od 50 odsto je uplaćeno od novca opredjeljenog za RTV Ulcinj tokom protekle godine), jedinstveno je mišljenje da o problemu treba pričati i to ne samo na nivu Ulcinja.

Takođe, sva trojica poslanika su obećala da će se sa pozicija na kojima se oni nalaze, ali i preko svojih partija na lokalnom nivou, truditi da priču o RTV Ulcinj drže aktuelnom sve dok se situacija ne popravi.

U ime SMCG sastancima su pristustvovali predsjednica Marijana Camović, potpredsjednici Nevenka Ćirović i Radomir Kračković, kao i predsjednica Sindikalne organizacije RTV Ulcinj Suzana Mujić.

Regionalana platforma: Srbija mora da reaguje i zaštiti novinare N1 televizije

BEOGRAD, 05.02.2019. – Regionalna platforma za zagovaranje medijskih sloboda i bezbednosti novinara koja zastupa više od 8.000 članova, najoštrije osuđuje pretnje smrću koje su upućene novinarima N1 nakon što je Milenko Jovanov, potpredsednik vladajuće Srpske napredne stranke, sugerisao da ta televiyija nije objektivna i da je priznala nezavisno Kosovo.

Redakcija TV N1 u Beogradu primila je 4. februara seriju verbalnih napada na društvenim mrežama u kojima su novinari te televizije označeni kao „izdajice“ i „anti Srbi“. Redakcija je primila i pismo sa ozbiljnim pretnjama da će nastradati novinari, njihove porodice, a zgrada televizije N1 biti dignuta u vazduh. “Da li vi imate vaše porodice, ubijate našu decu i unuke, a niste svesni ako dođe do rušenja, vaša zgrada će među prvima otići u vazduh, a može se desiti da ostanete bez svojih najmilijih. i zato vas mi veterani upozoravamo da se ne igrate sa ničijom sudbinom jer je vaša sudbina u našim rukama”, navodi se u pismu. Pošiljalac se potpisao kao Beogradski veterani ratova 1999., ali je predsednik tog udrženja porekao bilo kakvu povezanost sa tom porukom i pozvao policiju da ispita ceo slučaj.

Incident je prijavljen policiji.

“Predstavnici vlasti aludiranjem da je N1 priznala nezavisnost Kosova direktno podstiču i ohrabruju komentare na društvenim mrežama u kojima se ta televizija i njeni novinari proglašavaju za izdajnike“, rekao je Željko Bodrožić, potpredsednik NUNS-a. On je dodao da „takvi nastupi nosilaca državnih funkcija ohrabruju pretnje i napade na novinare. Na tu opasnu pojavu NUNS već duže vreme ukazuje i poziva nosioce državnih funkcija da svojim primerom pokažu ostalima da treba da se uzdrže od takvih izjava.“

U poslednje tri godine NUNS je zabeležio više od 80 takvih pritisaka koji uključuju i javno etiketiranje novinara kao „izdajnika“, „stranih plaćenika“ i sličnih kvalifikacija izrečenih od strane državnih i lokalnih funkcionera.

Regionalna platforma podržava napore NUNS–a da zaštiti novinare i slobodu govora i poziva nadležne institucije da hitno istraže ceo slučaj, privedu izvršioce, te im odrede adekvatnu kaznu.

Dodatno, apelujemo na najviše zvaničnike u Srbiji, predsednika Aleksandra Vučića i premijerku Anu Brnabić, da osude ove jezive pretnje i utiču na svoje kolege da se uzdrže od javnog etiketiranja novinara.

Svaki napad na novinara je napad na javni interes, demokratiju i ljudska prava.

Regional Platform: Serbia must act and protect N1 journalists

BELGRADE, 05.02.2109. – The Western Balkan’s Regional Platform for Advocating Media Freedom and Journalists’ Safety, which represents more than 8000 members, strongly condemns death threats colleagues from N1 received following Milenko Jovanov, vice-president of the ruling Serbian Progressive Party, suggested that N1 was not objective and had recognised Kosovo’s independence.

On 4 February N1TV announced its Belgrade office received a series of insults on social networks that branded its journalists as “traitors” and “anti-Serbs”. A letter containing serious threats to their lives, those of their families and a message that N1 building will be blown up was also received. It stated: “Do you have families? You’re killing our children and grandchildren, and are unaware that if the destruction happens, your building will be the first to be blown up, and you may lose your dearest. That’s why we, the veterans, warn you not to play with anyone’s destiny because your fate is in our hands.” The letter was signed by the “Belgrade Veterans of 1999 war”, but the president of this association denied its involvement and called for the police investigation.

The incident was reported to the police.

“By suggesting that N1 recognised Kosovo’s independence, the representatives of the state directly incite and encourage online comments that brand this TV and its journalists traitors,” said Zeljko Bodrozic, IJAs vice-president said and added. “Such public statements by the state officials encourage threats and attacks on journalists. IJAS has been pointing to this issue for some time and urged officials to lead by example and refrain from it.”

In the last three years IJAS recorded more than 80 pressures. Those include public labelling of journalists as “traitors”, “foreign mercenaries” and similar by the state officials.

The Regional Platform supports IJAS in its efforts to protect journalists and freedom of speech and call on relevant authorities to investigate the case urgently, bring perpetrators to justice and sanction them adequately.

Additionally, we appeal to the highest officials of Serbia, Aleksandar Vucic, the President and Ana Brnabic, the Prime Minister to condemn these horrific threats and influence state officials to refrain from public labelling of journalists.

Every attack on journalists is an attack on the public interest, democracy, and rights of all citizens.

AJM: Changes to the law leave room for manipulation

SKOPJE, 05.02.2019 – The Association of Journalists of Macedonia reacts to the latest amendments to the Law on Audio and Audiovisual Media Services (LAAMS) and the Electoral Code, which were adopted on the 4th of February in a shortened procedure by the Macedonian Parliament, without consulting the journalistic community.

Amendments to the LAAMS that refer to Article 102 in the part of the ban on advertising provide the opportunity for the public institutions at central and local level to continue to finance the broadcasters, in case if they have signed cooperation agreements that are valid even after this Law enters in force. This leaves room for this article of the law to be easily misused and in future public funds to be to the media, despite the declarative ban.

We remind that for the same article of the Law with the amendments of 31.12.2018, AJM also had criticism, because according to the new definition, public institutions should not plan funds for private media, but there isn’t a pronounced prohibition on using public money in the media. This leaves the possibility of continuing the clientistic attitude of the central and local government to the media, especially considering that no punishment for violation of this article is envisaged.

The latest changes confirm AJM’s suspicion that the Government continues to intend to finance private broadcasters without any criteria, which puts a question mark on the independence of the editorial policy of these media.

We remind that the Electoral Code in the part of the election campaigns stipulates that the political campaigns will be paid to the private media directly from the budget of the Republic of Macedonia. Our demands are consistent and clear, that as long as political campaigns are paid with public money to the private media, the independence of the media and the way in which they present the candidates to the public in the election campaign will be jeopardized, and this can affect the election results.

At the same time, AJM welcomes the amendments to the Election Code that refer to online media, which deprive the State Election Commission of its competence to monitor the work of the online media during the election campaigns. These changes are in line with the previous AJM recommendations, but also with the recommendations of the Council of Europe, according to which there is no methodology under which the state can evaluate whether online media are (un)professional in the way they report on election processes.

Serbia’s police arrest man suspected of threatening N1 Belgrade

BELGRADE, 05.02.2019. – Serbia police said late on Tuesday it had arrested a man, 70, from Serbia’s northern town of Nova Pazova, suspected of sending a letter with threats to N1 Belgrade reporters and their families two days ago, N1 reported.

The state Tanjug agency said the suspect would be held in 48-hour police custody.

The Third Basic Prosecutor’s Office ordered the custody, and the suspect would appear before the prosecutors within those 48 hours.

The arrest came only an hour and a couple of minutes after the Interior Minister Nebojsa Stefanovic tweeted that police were investigating the threats and that he expected the result soon.

N1 Belgrade received threats in a letter saying its journalists and their families would be harmed, and the office building would be blown up.

The threats followed the regime’s hints that N1 “recognised Kosovo’s independence, ” by showing it separately from Serbia in the weather forecast report, which was proved not to be the case.

N1 refers to Kosovo in line with UN Resolution 1244 form 1999, which is neutral regarding Serbia’s ex-province final status.

The police were immediately informed about the threats.

On Tuesday, journalists’ associations, some opposition parties, and OSCE condemned the attack, calling for an immediate investigation.

Serbia’s Ministry of Culture and Information also condemned the letter, saying dialogue with fists and use of force were far behind us.

BHJA Steering Committee: public protest to dr Sebija Izetbegović for insulting and for arrogant, inappropriate and unprofessional treatment of journalists and media

SARAJEVO, 2.2.2019.- Steering Committee of BHJA publicly condemns the insulting, arrogant and unprofessional act of dr Sebija Izetbegović, director of the Clinical Center, towards journalists and media on a press conference in Sarajevo, held on the 31st of January, 2019.

A simple event, the purpose of which was to present business results of the largest public health institution in BiH, became, thanks to of Dr. Izetbegović and her associates a performance during which the journalists were ridiculed, excluded from sale or otherwise disabled in obtaining information of public importance. The BHJA Steering Committee condemns this acts, considers it as inappropriate, contrary to the basic public communications postulates and humiliating for both professions – journalism and medicine.

Without intending to interfere in the work of the leaders of this institution and to instruct on which way should a press conferences be organized, we consider that nobody, even not director Izetbegovic , has the right to treat journalists inappropriate, deny them answers to questions about business, the quality and the level of service available for citizens, as well as information about many experts leaving this health institution. In this regard, the Steering Committee of BHJA request from the director Izetbegović an apologize to media and the whole public for this unacceptable behavior towards journalists, including denial of answers to questions about frequent, public criticisms of her work and health services in this public institution.

Steering Committee of BHJA calls on journalists and media to act with much more professional dignity and collegiality in situations when public officials insult their colleges, denial them answers on critical issues or expelled them from public events. In these situations, all journalists should jointly and severally leave the vent, and boycott the work of institutions and individuals who ruin the integrity of the journalist profession, media freedom and other values of a democratic state..

AGK dhe Inspektorati i Punës me nismë dy mujore për mbrojtjen e të drejtave të gazetarëve

PRISHTINË, 01.02.2019 – Kryetarja e Asociacionit të Gazetarëve të Kosovës, Gentiana Begolli Pustina gjatë ditës së sotme ka mbajtur një takim me Kryeinspektorin e Inspektoratit të Punës, Basri Ibrahimi.

Qëllimi i takimit ishte zyrtarizimi i nismës dy mujore, gjatë të cilës do të inspektohen të gjitha mediet në vend, përkatësisht do të monitorohen nga afër kushtet në të cilat punojnë gazetarët dhe punonjësit e tjerë medial sikurse edhe inspektimi i gjendjes së përgjithshme të të drejtave të tyre.

Kryetarja e AGK-së, gjatë takimit ka adresuar problemet me të cilat ata ballafaqohen gjatë punës nëpër redaksi, trajtimin që ata kanë në vendet e tyre të punës, me shkeljet që atyre u bëhen duke filluar nga mungesa e kontratave e deri tek oraret e tej zgjatura.

Begolli Pustina deklaroi se tani në AGK do të jetë funksionale një linjë e veçantë telefonike në të cilën gazetarët do të kenë mundësi t’i shprehin pakënaqësitë apo shkeljet që iu bëhen atyre në mediet ku punojnë.

“AGK shumë shpejtë do të vë në funksion një numër telefoni ku anëtarët e vet do të kenë mundësi të paraqesin të gjitha problemet dhe shkeljet që iu bëhen në vendin e punës. E rëndësishme është të thuhet se identiteti i tyre do të mbetet anonim” – u shpreh Begolli Pustina.

Ndërkaq, Kryeinspektori i Inspektoratit të Punës, Basri Ibrahimi, deklaroi se institucioni që ai përfaqëson do të intensifikojë edhe mëtej bashkëpunimin me AGK-në, në mënyrë që të eliminohen apo pakësohen shkeljet që bëhen ndaj punonjësve medial në vendet e tyre të punës.

Ibrahimi theksoi se mungesa e inspektorëve të punës po ua vështirëson qasjen në të gjitha mediet.

“Në vitin 2019 kemi paralajmëruar që do të ketë inspektime në të gjitha mediet dhe të dhënat nga të gjitha rastet do të bëhen publike, për hir të transparencës”, tha Ibrahimi.

Tutje Ibrahimi theksoi se në vitin 2016, 43 punëtor medial kanë qenë pa kontrata pune, ndërsa pushimin vjetor nga gjithsej 1896 punëtor medial, nuk e kanë shfrytëzuar 782 prej tyre.

Nga gazetarët u kërkua që të jenë më këmbëngulës në realizimin e të drejtave të tyre, përkatësisht në paraqitjen e shkeljes së të drejtave të tyre, përkundër vështirësive që ata mund të hasin.

Kryeinspektori bëri të ditur se inspektimet në medie do të fillojnë nga e hëna e këtij muaji e do të zgjasin përgjatë tërë muajit shkurt e mars.

Gojković sentenced for endangering the safety of journalist Jelena Jovanovic

PODGORICA, 01.02.2019. – Zdravko Gojković, from Podgorica, was sentenced to three months in prison, because in March last year, he was endagering the security of journalist of Vijesti Jelena Jovanović. This is the first instance verdict of the judge of the Podgorica Basic Court Larisa Stamatovic Mijuškovic.

Explaining the verdict, Stamatovic Mijuskovic said that the defendant’s words, addressed to journalists: “I will act differently with you, I know how I will do” can not be regarded as isolated – but that the whole event must be taken into account, as well as the feeling of vulnerability that at that time had Jovanovic.

The judge also pointed out that a special threat was that the accused ordered the journalist to be careful with the high tone. According to the court, the indictments were also proved by the testimonies of Jovanovic and her colleague Tina Popovic.

When assessing the sentence, it is stated that the court, as a mitigating circumstance, took Gojkovic’s family opportunities – that he was the father of one child, and as a aggravating – his multiple conviction.

Upon leaving the courthouse and the defendant, the accused and Gojkovic refused to comment on the verdict.

The attorney of the journalist Jovanovic, lawyer Damir Lekic said that the verdict was expected in the part of the defendant’s guilty plea.

“All the evidence were more than enough to blame and condemn him the way it was done. I think that this punishment is a low, but, as far as moral satisfaction is concerned, it’s okay for us, because from the start we said that it does not matter how much it will be convicted, but only to determine his guilt”, said the lawyer.

Gojkovic is charged that on March 22, 2018, after his journalist Jovanovic told him that he could not remove the text from the portal, but had the right to react or deny claims from the text, he pushed the papers off the table and told her:

“I will act differently with you, I know how I will do,” and then she told her to look after her.

In his defense before the court, he claimed that he did not want to jeopardize the journalist’s safety, while earlier, while trying to settle the prosecution, he acknowledged the commission of a criminal offense. As the settlement failed, the case ended in court.

Journalist Jelena Jovanovic announced yesterday that her only goal was to prove the truth.

“Since the day Gojkovic came to the newsroom and threatened me, my only goal is to prove the truth before the court – that the multiple convicted criminal in my workplace jeopardized my own and the security of my colleagues, which he himself admitted twice by offering the prosecutor to plead guilty by mutual consent. The conviction in this case is important for all of us who do this work, because the threats and insults that we experience are almost everyday, “she said.
