„Despite the existence of a sound legal framework for the protection of media freedoms, an adequate environment for the work of the media has not yet been created“, noted the EC Commissioner for Human Rights Nils Muižnieks in his Report on visit to Croatia in April 2016. Especially negative effects on freedom of expression have, according to Nils Muižnieks, criminal offences for defamation and he encourages the authorities to repeal all criminal provisions against defamation.
