RSF: Serbia falls three places on media freedom ranking list

BELGRADE, 21.04.2020. – Serbia fell three places on the Reporters Without Borders (RSF) media freedom ranking list in 2020 and was at the 93rd position out of 180 countries monitored, Deutsche Welle reported on Tuesday.

 Montenegro and Bulgaria were ranked below Serbia at 105th and 111th place respectively.

RSF ranked Slovenia at 32nd position, two higher than in 2019, while Romania was one place down and ended at 47th position. Bosnia and Herzegovina was five places up to 58th position, as well as Croatia which was ranked as 59th.

Kosovo also advanced from 75th to 70th place, while Albania dropped to 84th position, two lower than last year.

North Macedonia was ranked 92nd, three positions higher than in 2019, and one ahead of Serbia.

RFS said that there were many violations of journalists’ work in the Balkans, and specifically mentioned Serbia’s journalist Milan Jovanovic whose house was burned down in 2018 and the case had not been solved yet.

The best-ranked countries in Europe were Norway, Finland and Danmark, which hold the first three places.

At the end of the ranking lists were Iran, China, Eritrea, Turkmenistan and North Korea.

Novinarke protiv nasilja: Pitanje upućeno Kisić Tepavčević srozavanje stručnosti

BEOGRAD, 21. 04.2020. – Grupa “Novinarke protiv nasilja prema ženama” zatražila je izvinjenje voditelja emisije “Fokus” na Televiziji B-92 zbog pitanja upućenog doktorki Dariji Kisić Tepavčević koje su ocenile kao “uvredljiv čin srozavanja stručnosti i znanja”.

Voditelj Oliver Jakšić je zamenicu direktora Instituta za javno zdravlje Srbije “Milan Jovanović Batut” pitao za komentar odluke da “jedna dama ode u Niš uz ministra (Branislava) Nedimovića” kada je situacija tokom pandemije koronavirusa u tom gradu bila najteža.

Uz ocenu da je “ovo nešto najbliže ratnom stanju” voditelj je rekao da se “mnogi pitaju” da li je neko iz struke, ali muškog pola, mogao da ode “na liniju fronta u Nišu”.

Novinarke su u saopštenju pozdravile odluku Darije Kisić Tepavčević da odbije da odgovori na to pitanje.

Grupa uz to ukazuje da su “TV B-92 i Oliver Jakšić dužni izvinjenje ne samo doktorki, nego i svim ženama – naučnicama, epidemiološkinjama, zdravstvenim radnicama, ali jednako i pripadnicama oružanih snaga, vojske i policije i celokupnoj javnosti”.

Ocenile su da je Jakšićev “pokušaj pitanja” bio “uvredljiv čin srozavanja stručnosti i znanja, ali i neukusno poređenje epidemije sa ratnim stanjem”, i poručile Jakšiću da “rat izgleda sasvim drugačije od epidemije virusa kovid-19”, te da su žene već vekovima sposobne za aktivno učešće i u ratnim stanjima.

Grupa “Novinarke protiv nasilja prema ženama” osnovana je uz podršku Programa Ujedinjenih nacija za razvoj (UNDP) i Fonda B-92 i čini je oko 30 novinarki iz nacionalnih i lokalnih medija u Srbiji koje se organizovano bore protiv nasilja prema ženama.

Srbija pala na rang-listi Reportera bez granica

Srbija je pala za tri mesta na rang-listi slobode štampe Reportera bez granica u 2020. i sada se nalazi na 93. poziciji. Iza nje su u regionu sada samo Crna Gora (105) i Bugarska (111). Nemačka je na 11. poziciji.

BEOGRAD, 21.04.2020. – Od zemalja regiona najbolje je plasirana Slovenija (32. mesto, prošle godine bila je 34.), a zatim Rumunija koja je pala za jedno mesto na 47. poziciju. Bosna i Hercegovina se popela za čak 5 mesta na rang listi i sada je 58. Odmah iza nje, na 59. mestu, je Hrvatska koja je takođe za 5 mesta skočila na rang-listi Reportera bez granica. Grčka je ostala na 65. mestu, Kosovo se popelao sa 75. Na 70. mesto rang-liste, a Albanija pala za dve pozicije, na 84. mesto.

Severna Makedonija je 92, s tim što je to skok za tri pozicije u odnosu na prethodnu godinu. Odmah iza nje, na 93. mestu, je Srbija koja je međutim pala za tri pozicije. U obrazloženju Reportera bez granica navodi se da su mnoga ugrožavanja rada novinara na Balkanu ostala nekažnjena. Posebno se apostrofira da slučaj novinara Milana Jovanovića, u čijoj je kući u Grockoj 2018. podmetnut požar, još nije dobio svoj sudski epilog.

Iza Srbije su, iz regiona, Crna Gora (pad za jednu poziciju, na 105. mesto), kao i Bugarska, koja je ostala na 111. mestu. Od evropskih zemalja, iza njih su samo još Rusija (149), Belorusija (153) i Turska (154).

Najbolje plasirane, kao prošle godine su Norveška (1), Finska (2) i Danska (3). Nemačka je popravila svoj rang za dve pozicije i sada je na 11. mestu.

Pri samom dnu rang-liste Reportera bez granica su Iran (173) i Kina (177), a na poslednje tri pozicije nalaze se Eritreja, Turkmenistan i Severna Koreja (180).

COVID-19: MEDIA FREEDOMS UNDER THREAT?

In a series of interviews SafeJournalists discusses how the pandemic influences media freedoms and journalists, are the authorities using the crisis to curb these freedoms and media owners to cut jobs.

NORTH MACEDONIA: AJM IS ON WATCH

As coronavirus pandemic spreads throughout the world countries of the Western Balkans are not excluded. A slow beginning in March and now in full blow, the virus has taken over every daily routine: citizens are in lockdown, some countries introduced strict curfews, numbers of infected and deceased is increasing. In the middle of such unprecedented crisis, in countries of former Yugoslavia where transition to democracy and getting closer to the EU lingers, journalists and media are facing similar challenges. The most important is getting information of public interest to citizens and contribute to their safety and ending of the pandemic. While doing so, they are at risk too – not only from the virus. In a series of interviews SafeJournalists discusses how the pandemic influences media freedoms and journalists, are the authorities using the crisis to curb these freedoms and media owners to cut jobs. Finally, what their associations have done so far to help its members and other journalists now and in what follows. Our first interlocutor is Dragan Sekulovski, executive director of Association of Journalists of Macedonia.


THE STATE OF EMERGENCY: The state of emergency on the whole territory of North Macedonia was put in effect on March 19, 2020, for a period of 30 days and a month later the President of the country declared 30 additional days that will last until middle of May. As of beginning of April strict curfew was introduced: movement is not allowed from  4 pm  to 05 am each working day and from 4 pm on Friday to Monday 05 am (61 hours). For Easter holidays the limitation for movement or the so-called curfew lasts from Friday, 17.04 at 4 pm until Tuesday, 21.04 at 5 am or in total 85 hours – longest  ever in the country. These restrictions of movement also apply to media workers and those who have to continue with their work can be exempt from these restrictions if their application for licence sent via email is approved by the Ministry of Information and Administration of NMK.


SafeJournalists: Like in many countries that have imposed curfew in North Macedonia journalists are being exempt. They can contact the Ministry of Information and Administration and apply for a licence to move freely while on duty. Are all media workers eligible for such licence?

Dragan Sekulovski:  In order to seek license for movement journalists, media workers must be part of the media outlets that are registered with the media regulatoror at the Register of professional and online media of the Council of Media Ethics and AJM. We objected to this since the registration is on voluntary basis and not all online media are part of this register. As a result, some of the journalists are not allowed out of their homes or offices while the curfew is on. In addition, the criteria for issuing such license is not clear when it comes to freelance journalists or journalists working for international agencies and media as local correspondents.

SJ: Using ZOOM as a tool, North Macedonia introduced online press conferences. Similar steps are being taken in other countries. What is Macedonian experience with this so far?

DS: Since the beginning of the crisis the Minister for Health, as well as other relevant officials, organised live daily press conferences lasting 1-2 hours. At the beginning journalists were present at the premises in the Government, sitting in the room on a safe distance and had the possibility to ask questions. It is a fact that some of the journalists abused the situation and were spreading propaganda, mainly those coming from a group of online media sponsored by Hungary. Coincidently or not, the Government changed the format of the press conference and now journalists apply to ask questions prior to the press conference and they ask and comment live via ZOOM. The formal explanation of the authorities for this format should increase the safety of the actors engaged.  However within the community there is a belief that another reason was to avoid critical questions. We have two problems: journalists from media not registered in mentioned registrars are not allowed to ask question via the video link and there is a level of dissatisfaction among journalists that the officials are not responding to all questions and that may lead to partial informing.

SJ: AJM gathers journalists and media workers in NM. Did you speak to members? What is the overwhelming sentiment among them about their ability to perform their duties at the time of pandemic? What is their main concern?

DS: In general, the journalists are very much concerned by this crisis since it affects their daily routines. However, the biggest challenges they face at the moment are economic insecurity and safety issues – lack of medical kits and protocols. AJM and the union of journalists were vocal in the public, requesting of the government to include the media sector in the first measures for economic assistance.  At the end of March, the media regulator returned the annual fees that broadcasters are obliged to pay in a total amount of 1.2 million EURO. It is a meaningful financial support to private TVs and radio stations. There was no similar practice in the past meaning that this decision and its effects are yet to be seen and will be evaluated by the media community. Despite the fact that financial support of media is announced, some of the media outlets started with the layoffs of journalists. We had a case of several online media under the company NET Media Group Dooel – the owner handed over dismissal decisions to five journalists without any specific explanation. One of the journalist accused the media that her signature was forged on the settlement agreement.

SJ: You said AJM was active in requesting aid to media sector and thus helping journalists as well. What has the Association done so far to help its members?

DS: AJM drafted a set of recommendations regarding safety of journalists during the pandemic and sent it to the management of more than 260 media outlets. The goal was to remind the media owners that they should make efforts to increase safety of its staff since, due to the nature of their work, they are directly exposed and at risk.  We also published complementary guidelines for journalists how to be safe and ethical when reporting about corona virus. As most of our publications, it is bilingual –  Macedonian and Albanian – and it has been disseminated among journalists and media. In the upcoming days an English version will be finalised and sent to the safejournalist.net partners and to the European Federation of Journalists with a request to disseminate the materials to all its members. The value of the Guidelines was recognised and they were promoted by the media regulator, the Delegation of EU in Skopje, USAID Skopje, local branch of Council of Europe and other diplomatic missions. We are currently conducting our members’ needs assessment and in coordination with Free Press Unlimited are looking into providing psychological support and advice regarding digital security. At the same time, we are providing legal advice and litigation to our members in several cases of slander at the Macedonian civil courts.

SJ: What was the response of media outlets to the recommendations you sent?

DS: MIA and MRT generally apply these recommendations based on the talks AJM had with the directors of these outlets. The first officially recorded infected journalist was the main editor of the national TV station Kanal 5, this was at the beginning of April. Following interviews by the editor, a group of journalists and leaders of the two biggest political parties went in self isolation.  This goes to show how important it is that journalists are more protected and cautious in their work regarding the on going crisis.

SJ: One of the concerns you mentioned is lack of medical kits.

DS: Yes – and to counter it, AJM got in touch with OSCE Skopje and secured 150 medical kits that will be distributed to media outlets free of charge in mid April.More than 100 media outlets from Skopje and other cities applied for this assistance and in middle of April were distributed to media not only in Skopje but also in more than 10 other cities in the country. The kits (100 large and 50 medium) contains protective gloves, masks, suits, glasses, sanitizers etc. This is significant assistance to the media since part of them are not able to obtain the safety gear and equipment necessary for their work in this crisis. The media community positively reacted on this action since there is a deficit of such equipment and journalists are in need given that they are present of field to report about the crisis.

SJ: One of the tasks of journalists’ association is monitoring levels of freedom of expression and violation of journalists’ rights and to responds appropriately. Have you had cases of limitations of media freedoms and actions taken against journalists?

DS: In the past month AJM didn’t record serious infringements of the journalists in the area of their safety.  There were several incidents of officials addressing journalists in an impolite and partially aggressive way at the public events or in a press release by municipality. There was one case where a private hospital threatened investigative journalists with a lawsuit because of a text which was published about the tests for COVID-19. Threats via social media towards journalists, even by leaders of political parties are also still common practice. AJM reacts to such incidents (see here) – in addition to public condemnation, we offer free legal support, communicate with the authorities and coordinate actions with other media organizations and monitor development.

SJ: You mentioned AJM offers free legal advice. What does it encompass and how many journalists have contacted AJM since the pandemic began?

DS: AJM offers free litigation and currently covers legal expenses for five ongoing court cases against journalists for defamation and insult. In addition to this, we daily receive calls from our members seeking legal advice. Sometimes they call AJM office, others our attorneys. Recently, most of the questions refer to the curfew, limitation of movement and how a license can be obtained. It is hard to say how many members did contact us for this purpose, but roughly I could say around 50 individuals and media outlets.

SF: AJM acted with the union in an effort to help media. Did it participate in any other initiative that helps journalist indirectly? 

DS: Advertisers are cancelling their contracts with the media and directly affects to their work. AJM and the Independent Union of Journalists and Media Workers demanded urgent subsidies for the media industry. We also asked for the media to be included with other economic sectors that are mostly affected by the crisis and this demand was partially accepted –  media outlets to be part of the first sectors that will be using this state assistance.  Through our network and partnerships AJM is trying to gather positive experience from the region in this context and to be proactive in seeking supportive measures to journalists and media.

SJ: There is much talk about abuse of the pandemic with a goal to limit media freedoms. Are you concerned that this might be happening in North Macedonia?

DS: Yes, there is a concern that the Ministry of Justice may amend the Criminal Code in a sense that all publishedinformation about the current crisis that are considered fake by the authorities will be punishable by imprisonment. Some unofficial text of these amendments was circulating among journalists and some of the officials announced such measures in public, however AJM hasn’t received any official information from the authorities on this topic.

SF: With uncertain times ahead, what must be done to protect freedom of expression? What will AJM work on in the coming weeks?

DS: The most important thing is to monitor the steps authorities take in their attempts to adopt restrictive legislation that may limit the work of the journalists and/or endanger the freedom of expression and right of information. There are examples in which political leaders are abusing the global crisis to increase the level of political propaganda via the media and thus to impose unrealistic fear upon citizens and to present themselves as saviours of the nation. These situations of building a cult towards individuals that are part of the authorities or the opposition may endanger the fragile democratic capacities of countries in the region.

Critical journalism is under pressure when it comes to reporting of the current crisis. Monitoring of the practice of freedom of expression and the right to information as well as advocacy and legal assistance by the Association is a something that we must and we provide in order to improve the safety of the journalists in North Macedonia.


Dragan Sekulovski is a dynamic and experienced professional, with a considerable track record and hand-on-work experience in Project Management, gained through working for and with a variety of non – governmental, governmental and private actors, and international donors’ community in North Macedonia, most of whom are involved in the process of development. Lately he has been involved in managing strategically important projects of the Association of Journalists of Macedonia, funded by different international donors supporting the freedom of media and democratization processes in the country. Dragan has been and is a member of a variety of working groups within public institutions for amending national laws in the area of elections, media broadcasting, defamation and slander and Criminal Law as well. Dragan has been also an editor in more than ten publications and manuals on media related topics in the past several years. Dragan holds a bachelor and master degree in law at the University of St Cyril and Methodius in Skopje.

BH Journalists: Public request to Municipal Staff of CP Stari Grad Sarajevo to withdraw media censorship order

SARAJEVO, 20.04.2020. – The Steering Committee of the BH Journalists Association publicly requests that the Municipal Civil Protection Staff of Stari Grad in Sarajevo urgently abolish the Order banning disturbance of public order and peace by causing panic and disorder in the area of ​​the Municipality of Stari Grad Sarajevo, which was issued on April 10 this year. The said order prohibits “the presentation or transmission of panic-causing news, interfering with the enforcement of decisions and measures by municipal authorities and other institutions” through the media, social networks and other communication means, with sanctions for potential offenders from 1,000 to 9,000 BAM.

This order represents a harsh attack on freedom of the media, freedom of expression and the right of individuals to publicly express their views, and gives disproportionately large rights and opportunities for individuals, in this case to persons from the Municipal Civil Protection Staff of Stari Grad Sarajevo, to censor the media and restrict citizens’ right to freedom expressions through social networks.

The BH Journalists Steering Committee recalls that a similar order was issued in Republika Srpska on April 6, but was repealed late last week under strong pressure from the public, the professional journalism community and the civilian sector. The BH Journalists Association welcomes the decision to withdraw the disputed order, and at the same time ask the competent structures in RS to suspend all misdemeanor proceedings against citizens initiated on the basis of its provisions.

The Steering Committee of BH Journalists reiterates that the period of Covid-19 and the extraordinary circumstances for all citizens, institutions and the media should by no means be an excuse for introduction of censorship or any other restrictions on the freedom of expression and information for all journalists and citizens. It is especially unacceptable for individuals in the public administration or police structures to use this period of the coronavirus pandemic to deal with political opponents or the media outlets who criticize them publicly. In this context, BH Journalists absolutely require all state bodies, crisis staffs and governments across BiH to withdraw any decisions or orders that may have negative implications for the free and safe work of the media and journalists, as well as citizens’ rights to freedom of opinion and criticism through social media networks.

PODGORICA, 18.04.2020. – The Association of Managers of Montenegro (AMM) sent a proposal of measures to the Government for assistance to the economy, stating that the media, because of special public interest, should be treated in the ranks of endangered business entities and provide conditions for media to apply for loans with the Investment Development Fund (IRF).

All print media outlets agree with this, stating that their business is in jeopardy due to the crisis caused by the Government’s measures to suppress the virus corona. Since advertising is dead, they are also questioning the payouts and salaries of employees in these media.

In the second half of March. The Ministry of Culture has announced a grant of 150,000 EUR to the media through a public competition. Assistance was also provided to local public broadcasters in the amount of approximately 35,000, and commercial and public broadcasters were exempted from paying the Agency’s fee for broadcasting in the amount of 80,000 EUR.

BH Journalists: Public call for professional unity and solidarity

SARAJEVO, 17.04.2020. – The Steering Committee of the BH Journalists Association appeals to the media outlets, journalists, editors, media owners, advertising agencies and media organizations not to contribute to the widening of the gap within the media community in Bosnia and Herzegovina during the Covid-19 period, equally difficult and challenging for all those engaged in the BiH media scene.

The Steering Committee of BH Journalists recalls that in the last ten years the media industry in BiH has been weakening thanks to targeted and irrational actions of state authorities and institutions, whose decisions did not contribute to strengthening the domestic media market, but favoring only certain media and promoting media clientelism, instead of media freedoms and professional journalism. There was also a lack of non-transparent funding for the media, as well as favoring media players outside BiH.

To similar disrespect of BH media industry and political influences on the media we witness even during this period, when no state institution, government or ministry even proposed, let alone included media, marketing agencies, media organizations and associations in the program of economic assistance, financial relief or other market benefits of preventing economic collapse. On the contrary! Local authorities do not consider the media industry, journalists and other media professionals a threatened community, they count on their individual interests and influences, and reiterate the established practice of linking economic support to the media with political obedience.

The Steering Committee of BH Journalists therefore calls on all employers in the media industry for professional unity, solidarity and the creation of a joint program for economic recovery of the media community in BiH, regardless of individual editorial policies, business interests or other preferences. Divisions within the media community, different approaches and clashes, and in particular layoffs of journalists and staff reductions, favor only the authorities and their discriminatory practices, and are not in the public interest and strengthening free and responsible journalism.

The Steering Committee of BH Journalists believes that only by unique approach of the entire media industry to all levels of government and political centers of power in BiH, and on the basis of programs that reflect the minimum of common professional interests and needs, we can overcome the current financial difficulties and in the long term, reduce the effects of the economic crisis caused by a coronavirus pandemic.

The CRA is introducing measures to assist electronic media in BiH

SARAJEVO, 17.04.2020. – The Council of the Communications Regulatory Agency (CRA) has made changes to the calculation of annual broadcasting license fees for 2020 due to declining revenues of broadcasting users caused by the COVID-19 coronavirus pandemic health crisis.

The new decision of the CRA on the amount of the rate and the value of the point for calculating the annual license fee, which determines the amount of the calculation of the annual license fee for broadcasting for 2020, will amount to 0.25 percent of the total revenue of the licensee instead of the previous 0.50 percent from 2019.

CRA director Predrag Kovac states that the Agency has enacted this measure to assist broadcast licensees in maintaining the independence in the current health crisis and to perform their work in accordance with the highest professional journalistic principles and principles.

Electronic media assistance initiatives have also been addressed by the Association of Electronic Media (AEM), the Private Electronic Media Association (PEM), and the Association of Media Industry (UMI).

“The implementation of this measure will reduce the costs of licensees in broadcasting by about 185 thousand BAM” the CRA said in a statement.

The deadline for payment of the annual fee calculation has been extended until 30 September this year, and this decision will enter into force after it is published in the Official Gazette of BiH.

The CRA Council has instructed this regulatory authority to initiate procedures for the decision of the Council of Ministers of BiH on the basis of which the CRA will pay the full annual amount of the state contribution for use of the frequency spectrum on behalf of all broadcast licensees who are obliged to pay the said contribution directly to the budget.

AJM and OSCE provided protective equipment for journalists and media workers in North Macedonia

The Association of Journalists (AJM) and the OSCE Mission to Skopje informed that the distribution of packages with protective equipment for the media from North Macedonia started today. According to them, each of the packages contains protective masks, gloves, goggles, disinfectants and more, while the packages will be distributed to the media over the next few days.

The President of AJM, Mladen Chadikovski said that informing is very important during these difficult times and they must do everything to protect journalists, in order for the real and accurate news to reach the citizens. “Media workers are on the front lines, exposed to all kinds of dangers, and as we can see, they are also at risk of being infected. While being protected we research, publish and inform. The coronavirus is dangerous, but just as dangerous is the contagion that we remain uninformed about what is happening around us in this state of emergency,” he said. “That is why AJM in cooperation with the OSCE MIssion to Skopje provide 150 packages of various equipment, necessary for the physical protection of journalists and media workers, which will now be divided to about 100 media (radios, televisions, newspapers, portals) around the country”, he added.

The Head of the OSCE Mission to Skopje, Clemens Koja, noted that journalists play a key role in informing the public about the pandemic. “Journalists and media workers may be exposed to the infection during their travels and meetings with citizens.  We are pleased, in cooperation with the Association of Journalists to be able to provide equipment to protect journalists as they seek to provide vital information to the public,” he said.
