Serbia’s Media Stage Blackout Over Pressure on Free Press

BELGRADE, 29.09.2017. – Serbia’s embattled independent media staged a blackout Thursday to warn against what they say is Serbian leader Aleksandar Vucic’s muzzling of the press by intimidation, threats and financial pressure.

Dozens of Serbian media outlets and non-government organizations darkened their web pages for one hour at noon, with a white inscription warning: “This is what it looks like when there is no free press!” Some newspapers appeared on newsstands with a black ribbon printed on their front pages as part of the protest dubbed “STOP media darkness in Serbia.”

Protest organizers, in a statement, said the campaign aimed to alert the public “that the media freedom in our country is dying and that we all must fight to preserve it.”

The initiative was prompted by the recent closure of an independent newspaper in southern Serbia and public attacks on journalists by a ruling party. Journalists in Serbia say the media situation has been worsening in the past years despite the country’s proclaimed goal of joining the European Union, which demands press freedom.

Vucic, a former extreme nationalist who now calls himself a reformist, has dismissed the accusations of media crackdown as attempts to discredit his government. Critics say Western officials have turned a blind eye to Vucic’s stifling of democratic freedoms in Serbia as long as he cooperated in maintaining stability in the volatile Balkans.

“These latest incidents are just a symbol of the media darkness in Serbia, which did not begin yesterday,” Slavisa Lekic, head of Serbia’s independent journalists association, told The Associated Press. “We have decided to open the eyes of the public and ask them to show solidarity with the journalists.”

Serbia’s Culture and Information Ministry, which is in charge of the media, has not responded to an AP request for comment. The minister, Vladan Vukosavljevic, told the Insider news portal that he has been away on an official trip to China.

Thursday’s action was boycotted by mainstream media and the official journalists’ association, which said the protest was aimed at dividing the press into “ours and theirs.”

Vucic, a former information minister from the 1990s’ when independent media were fined and shut down, publicly has denounced any attacks and pressure on journalists. He says Serbia is working to improve its civil rights record as part of reforms needed for the country to join the EU.

In a 2016 report, the EU said Serbia has “achieved some level of preparation” but still needs to “create an enabling environment in which freedom of expression can be exercised without hindrance.”

Lekic said recorded cases of press intimidation have more than doubled in the past five years since Vucic’s populist coalition came to power, and says critical journalism has disappeared from the mainstream media and prominent journalists have been sidelined. Economic pressure on the media, he added, included preventing companies from advertising in non-government media, constant financial and tax inspections for independent media and open favoring of pro-government media outlets.

The large number of registered media in Serbia — some 1,800 outlets — only serve to create a false image of pluralism, Lekic insisted.

Draza Petrovic, the editor-in-chief of the liberal Danas daily, said the Serbian government views critical media as “enemies.” He expressed hope that Thursday’s action will prompt EU and other international officials to “see what is really going on here.”

Thursday’s edition of the Danas daily came out with an addition dedicated to the Vranjske newspaper from the southern town of Vranje, which was known for investigating crime and corruption. The paper was forced to close down last week after 23 years.

The newspaper’s manager, Vukasin Obradovic, said the decision was made after journalists and even family members, including his, received threats and the paper endured repeated financial inspections. The International and European Federations of Journalists this week expressed solidarity with Obradovic and denounced “the oppression many media and journalists are currently experiencing in the country.”

“It was a wide range of very primitive forms of pressure that had only one aim — to stop us from publishing,” Obradovic told the AP. “This wasn’t only because we stood in the way of the ruling party, but because they don’t want information to reach the citizens.”

Njujork Tajms o akciji protiv medijskog mraka u Srbiji

BEOGRAD, 29.09.2017. – Najugledniji američki dnevni list Njujork Tajms danas je na svom sajtu opširno izvestio o akciji protiv medijskog mraka i pritiscima na medije u Srbiji od strane režima Aleksandra Vučića.

U tekstu agencije AP, čiji povod su zatamnjivanje veb stranica medija, američki list svojim čitaocima objašnjava da je do ovog vida protesta došlo posle gašenja lokalnog nedeljnika “Vranjske novine”, ali da je to tek poslednji u nizu slučajeva zastrašivanja novinara i finansijske presije nad medijima u Srbiji.

Njujork Tajms, koji Vučića kvalifikuje kao nekadašnjeg ekstremnog nacionalistu koji se sada prikazuje kao reformista, kaže da predsednik Srbije optužuje medije za diskreditaciju srpske vlade. S druge strane, list uakzuje da zapadni zvaničnici tolerišu Vučićev odnos prema gušenju demokratskih sloboda zato što je kooperativan u održavanju stabilnosti na “nemirnom Balkanu”.

– Najnoviji incidenti su samo simbol medijskog mraka u Srbiji, koji nije počeo juče. Zato smo odlučili da otvorimo oči javnosti i da zatražiom solidarnost sa novinarima – list prenosi izjavu predsednika NUNS-a Slaviše Lekića koju je dao za Asošijeted pres. Uz napomenu da su iz Ministarstva kulture koje je nadležno za medije, odbili da daju komentar AP-u, Njujork Tajms ističe da su današnju akciju bojkotovali neki od mejnstrim medija lojalnih režimu, kao i “zvanične novinarske organizacije”.

Njujork Tajms podseća da je Vučić svojevremeno i sam bio ministar informisanja, kada su ugnjetavani i gušeni nezavisni mediji, ali i dodaje da aktuelni predsednik Srbije javno negira bilo kakve napade ili pritiske na novinare, uz obrazloženje da Srbija radi na unapređenju ljudskih prava u skladu sa ciljem da postane članica EU.

U tekstu AP, koji prenosi Njujork Tajms, citira se i glavni i odgovorni urednik “liberalnog lista” Danas Dragoljub Petrović, koji je rekao da srpska vlada kritičke medije vidi kao neprijatelje. On je rekao da se nada da će današnja akcija ukazati EU i drugim međunarodnim zvaničnicima na to šta se zapravo ovde dešava.

AP navodi da je današnje izdanje Danasa na kioske izašlo sa lokalnim nedeljnikom Vranjske, koji se u javnosti prepoznaje po izveštavanju o kriminalu i korupciji. Vranjske su primorane da se zatvore prošle sedmice posle 23 godina izlaženja, ističe se u tekstu.

Osuda pritiska na medije u Srbiji

PARIZ, 29.08.2017. – Reporteri bez granica (RSF) u ime srpskih novinara pozivaju međunarodnu zajednicu da osudi sve veće neprijateljstvo vlasti prema novinarima i medijima u Srbiji, stoji u saopštenju objavljenom na sajtu ove organizacije.

RSF pozivaju srpske vlasti da prestanu sa pritiskom i zastrašivanjem nezavisih medija. Povod za ovu reakciju RSF su pritisak na Vranjske i njihovog vlasnika Vukašina Obradovića i urednika portala KRIK Stevana Dojčinovića.

Obradović je u znak protesta započeo štrajk glađu 19. septembra sa željom da skrene pažnju na “besmislenost borbeza slobodu medija”, kako je izjavio, “koju vodi u poslednjih 30 godina”.

Mediji koji kritikuju predsednika Aleksandra Vučića uglavnom zavise od javnih subvencija a vlasti im nameću sve drastičnije uslove s jedinim ciljem da im smanje broj i utišaju ih.

“Fundamentalno važno je da srpske vlasti osude ciljano uznemiravanje i napade na medijske kuće kao što su Vranjske novine i da moraju osigurati da se svi mediji tretiraju napravi način”, rekla je Polin Ades-Mevel, šef kancelarije RS-a za EU i Balkan.

Sajt KRIK i njegov urednik Stevan Dojčinović bili su metaljutih napada Pokreta socijalista i medija koji podržavaju vlast jer su otvorilii pitanje kupovine stana ministra odbrane Vulina.

Ministar odbrane je Dojčinovića nazvao “narkomanom i velikim neprijateljem države” bez odbijanja tvrdnji iznesenih u članku ili objašnjenja kako je stekao novac za koji je kupio stan.

“RSF osuđuje kampanje zastrašivanja opozicionih medija, uključujući pretnje, ucene i poreske revizije, koji su osmišljeni da se reše izdanja i publikacija koje uznemiravaju vladu”, dodala je Ades-Mevel.

Nezavisni mediji u Srbiji pokušavaju da privuku pažnju međunarodne zajednice na svoje probleme. Nekoliko udruženja novinara iz Srbije objavilo je ove nedelje zajednički apel “međunarodnim organizacijama da javno osude kršenje slobode medija u Srbiji”.

“Vlasti koriste državne institucije i pro-vladine medije da napadaju i maltretiraju” nepodobne “medije i novinare”, istaknuto je u zajedničkoj izjavi, uz poziv međunarodnim organizacijama da prestanu sa ignorisnjem teških problema novinara u Srbiji i da pomognu u zaštiti demokratski hvrednosti koje oni brane.

Srbija je rangirana na 66. mesto od 180 zemalja u indeksu Svetske slobode štampe u RSF-u 2017. godini, kaže se u saopštenju RSF.

PARIS, 29.09.2017. – In response to an appeal by Serbia’s journalists to the international community to condemn the growing hostility towards dissident journalists and media in Serbia, Reporters Without Borders (RSF) calls on the Serbian authorities to stop hounding and intimidating independent media outlets.

The government’s harassment and intimidation of journalists has increased in recent months, to the point that Vukasin Obradovic, the editor of the independent weekly Vranjske Novine, shut himself in his office and began a hunger strike on 19 September.

He said he wanted to draw attention to the “meaninglessness of the fight for media freedom that I have been waging for the last 30 years”.

President of the Independent Journalists Association of Serbia (NUNS) from 2010 until February of this year, Obradovic is a renowned journalist who has won many awards for his investigative reporting. However, after being denied financial support and advertising revenue, his widely respected newspaper ran out of funds and has just been forced to close by the authorities.

Media outlets that are critical of President Aleksandar Vucic depend for the most part on public subsidies to survive, and the authorities have been imposing increasingly drastic conditions on them with the sole aim of reducing them to silence.

Journalists associations say that, when the government recently published a list of projects for which Vranjske Novine had received state subsidies, it was implying that any media outlet receiving public funds should refrain from criticizing the government.

“It is fundamental that the Serbian authorities should condemn targeted harassment and attacks on media outlets such as Vranjske Novine and that they should ensure that all publications are treated fairly,” said Pauline Adès-Mével, the head of RSF’s EU-Balkans desk.

After posting articles about how defence minister Aleksandar Vulin bought his apartment, the investigative news website KRIK and its editor, Stevan Dojcinovic, have meanwhile been the targets of angry attacks by the Movement of Socialists (one of the parties in the ruling coalition) and by media outlets that support the prime minister.

The defence minister called Dojcinovic a “drug addict and great enemy of the state” without refuting the article’s claims or explaining how he obtained the money used to buy his apartment.

“RSF condemns the intimidation campaigns against opposition media outlets, including threats, blackmail and tax audits, which are designed to get rid of publications that annoy the government,” Adès-Mével added.

Serbia’s independent media are trying to draw the international community’s attention to their plight. Several Serbian journalists associations issued a joint appeal this week “to international organizations to publicly denounce the media freedom violations in Serbia.”

“The authorities are using state institutions and pro-government media to harass ‘inadequate’ media and journalists,” the joint statement said, urging international organizations to stop ignoring the grave problems affecting Serbia’s journalists and to help protect the democratic values they defend.

Serbia is ranked 66th out of 180 countries in RSF’s 2017 World Press Freedom Index.

СКОПЈЕ, 29.09.2017 – Српски независни медиуми презедоа вчера протестна акција поради како што наведуваат, фактот што претседателот Александар Вучиќ се обидува да „ја затвори устата“ на слободните медиуми со закани и финансиски притисок.

Повеќе од 100 српски медиуми и невладини организации денеска ги затемнија сајтовите неколку минути оставајќи натпис: – Така изгледа кога нема слободни медиуми.

Директен повод беше ганењето на Врањски (vranjske.rs) еден од најзначајните локални медиуми во Србија поради постојани политички притисоци од кои вработените не можеле да се оттргнат, наведуваат организаторите.

Дел од весниците беа испечатени со црна лента на првата страничка како дел од акцијата „Стоп за медиумскиот мрак во Србија“.

Организаторите соопштија дека кампањата е со цел да се предупреди општеството дека „слободата на медиумите во државата умира и сите треба да се борат да ја сочуваат“.

Акцијата ја организаира група за слобода на медиуми во која досега се 157 медиуми и организации како стотици поединци.

“End violence – The Media Fight Violence against Women” Project presented in Sarajevo

Sarajevo, 28 September 2017– “End Violence – The Media Fighting Violence against Women”” project was presented in Sarajevo today. This project is implemented by the Association of BH Journalists, with the support of the UN Women Office in Bosnia and Herzegovina and the Swedish International Development Cooperation Agency (SIDA).

David Saunders, the UN Women Representative, spoke about the programme and activities of this organization in the field of gender-based violence.
David Saunders stated that “violence has, for a long time, been regarded as a private issue deeply rooted in patriarchal societies”, adding that UN Women supported projects of this kind as “media professionals play a crucial role in raising awareness of the negative consequences of violence against women. Poor journalism can increase stigmatization, while quality journalism can teach us how to avoid stereotypes.”

This project has, among other things, envisaged workshops in BH towns intended for journalists, students, and bloggers with the aim to expand reporting capacities of media professionals in the field of reporting on gender-based violence and publishing investigative journalism stories whose starting point would be a promotion of the rights and interests victims of violence.

“This project should assist media experts and bloggers to cooperate more efficiently and exchange information with public institutions and the civil sector working in the field of protection of violence victims, implementation of relevant laws and creating relevant policies”, said Borka Rudić, the Secretary General of the Association of BH Journalists. She also added that one of the expected outcomes of this project was the establishment of a network of journalists and bloggers who are to specialize in and further explore the topic of gender-based violence.

The executive director of the Association XY, Emina Osmanagić, announced that there would be a journalist award for best media content on gender-based violence. The award is a mutual, UN Women-sponsored project of the Association XY and the Association of BH Journalists.

“Our intent is to draw the public’s attention to the ever-growing issue of gender-based violence in Bosnia and Herzegovina”, said Osmanagić and invited all the journalists with an inclination to write about gender-based violence to apply for the award and contribute to the prevention of this problem in Bosnia and Herzegovina.

The call for applications is due to be published on 1st October 2017 on the Association XY and Association of BH Journalists websites. The awards will be presented in the categories of printed, electronic and online media.

BHRT Workers’ Union: Financial Situation Disastrous, No wages in September for Employees

Sarajevo, 29th September 2017 – The BHRT Independent Workers’ Union demands from the BHRT Management that they should pay their employees their monthly salaries, lunch, and transport allowance by the end of the current month.

The Governing Board of the BHRT Independent Workers’ Union has once again and for the umpteenth time warned the authorities of the utterly disastrous financial situation at BHRT and demanded of the BHRT’s Managing Board to fulfill the promise they made in their announcement from 14th August 2017. Namely, they made the payments owed to the employees their priority, but in September the workers were not paid a penny and we consider this move of the Managing Board to be utterly ruthless”the statement read.

They also emphasized that up until 26 September 2017, the employees have not been paid their two salaries (July and August 2017), two lunch allowances (July and August 2017) and transport allowance (September 2017). Because of this, the employees seem to be in a hopeless financial situation. They cannot feed their families, pay the bills and send children to school on fresh air.

The Union emphasized that the BHRT Independent Workers’ Union never did and never shall agree to any reductions of salaries, layoffs or anything that could harm the employees of the BHRT.
They point out that ever since its establishment (9th December 2014), registration (26th February 2015) and the Council of Ministers of BH approval (1st August 2016), the Union has directed all its activities towards the improvement of BHRT’s financial situation, i.e. the financial situation of its employees, in accordance with the law and its capacities.

The Managing Board of BHRT Independent Workers’ Union stated that “Our activities include organising protests, participating in all the seminars and conferences related to the BHRT or the Public Broadcasting service, suggesting adequate measures and steps to overcome the crisis, launching a campaign to charge a television licence, informing the public about BHRT’s circumstances, debates with all the political parties and leaders with the aim to find a solution to the difficult financial situation, negotiations with the management and consults and cooperation with the Confederation of Independent Trade Unions of Bosnia and Herzegovina. The BHRT Independent Workers’ Union shall, as it has always done, protect and fight for the rights of BHRT’s employees with all legal and available means”.

СКОПЈЕ, 28.09.2017 – Една недела по гаснењето на весникот „Врањске“ и шест дена од штрајкот со глад, Вукашин Обрадовиќ зборува за порталот на НУНС за својот потег кој ја дигна на нозе новинарската профресија и ја размрда зачмаената српска јавност

Непосредно воочи гаснењето на „Врањске“, рековте дека, по 23 години, немате више ни сила ни воља да се спротивставувате на секојдневните притисоците, од разните инспекции, до политичките сопки. Ден по гаснењето одлучивте да се борите, на свој начин, видејќи не сакате да бидете икебана или ловечки трофеј кој властите ќе го закачат на ревер. Што ве прекрши во таа насока?

– Мојот протест требаше да се заврши, барем со таа идеја тргнав во сè, да предупредам, да го свртам вниманието на јавноста на она што му се случува на „Врањске“, но не само нам. После тоа, сакав едноставно да замолчам бидејќи, навистина, немав повеќе сила да го продолжам она што новинарите на „Врањске“ го работеа 23 години. Реакцијата и поддршката од колегите, здруженијата на новинари, мојот НУНС, невладиниот сектор, поединци, сè она што се случуваше во тие 24 часа, ми ги „поремети“ плановите. Морам да признаам дека не очекував таква ситуација. Таа солидарност всушност беше пресудниот момент да ја променам мојата првобитна одлука и, уште еднаш, колку што е тоа во моја моќ, да помогнам во борбата за слобода на медиумите и одбраната, пред сè, на нашето достоинство.

Помина речиси една недела откако ги поднесовте барањата до директорката на Даночната управа во Врање. Или ли одговор или индикација дека брзо ќе добиете одговор?

Не, сè уште нема одговор ниту било каква реакција од Даночната управа. Инспекторите продолжија со контролата, но ни тој извештај не е готов.

За време на штрајкот со глад, медиумите пренесуваа дека некои од своите барања ќе ги поднесете на адреса Немањина 11. Дали се работи за дезинформација или се откажавте од тие барања?

– Можеби не бев најпрецизен, но сакав една од последиците на мојот протест да биде, пред сè, новинарските здруженија, медиумските асоцијации, невладините организации кои се занимаваат со човекови права, заинтересираните поединци, заедно да формулираат јасни барања до Владата на Србија, односно Министерство за култура и информации, со цел да се застане на патот на понатамошно уништување на слободните медиуми. Очекувам тоа да се случи бидејќи власта мора да преземе одговорност за она што се случува на медиумската сцена, односно, ние мора да ги натераме тоа да го сторат.

Дали откако стапивте во штрајки, ви се обратил некој од општинските органи на власта?

– Не, а и зошто би ми се обратиле? Па тие и го иницираа во добар дел сето ова што му се случува на „Врањске“.

Дали ве контактирал, официјално или неофицијално, некој од власта?!

– Официјално, никој. Имаше еден краток разговор кој не сум сигурен како да го окарактеризирам. Самата форма не е ни важна бидејќи од тој повик немаше никаков ефект и покрај даденото ветување.

Како го разбирате соопштението на Владата на Србија: поддршка на штрајкот со глад, кокетирање со фактите, како писмена работа на некој неук но надмен бот или нешто четврто?

– По малку од сè од набројаното, но највеќе како доказ дека во однос на власта не се наѕира намера било што да промени во оној дел од медиумите и новинарите кои не се под контрола на власта.

Премиерката отиде чекор понапред: со хаштагот #DostaLicemerja на Твитер, таа всушност ве нарече лицемер. Имате ли рационално објаснување за тоа?

– Јас, сепак, имам разбирање за претседателката на Владата. Правиот, вистинскиот претседател на Влада, воедно и министер за информации, тие денови беше во Њујорк, зафатен со важни работи, и таа беше принудена да се снаоѓа во ситуација на која очигледно не ѝ е дорасната, па веројатно ѝ се причинило дека ќе биде најсоодветно, и за неа најбезболно, да примени испробан рецепт во односот кон медиумите: полувистини, етикетирање, навреди, претворање на новинарите во политички противници.

На денот кога започнавте со штрајкот со глад, премиерката престојуваше во Врање и на прашањето да го прокоментира случајот со „Врањске“ рече дека нема доволно информации. Дали е можно утредента да ѝ биле проследени селектирани информации?

– Инспекторите веднаш по нејзината изјава, во текот на контролата, побараа податоци кои токму претседателката на Владата ги искористи. Секако, со фалсификувано толкување на реалната состојба кога се во прашање средствата кои ги добиваше „Врањске“ од Републиката и од локалната самоуправа.

Дали тој (или таа) кој ја информирал премиерката намерно ги сокрил дефинициите „проектно кофинансирање“ или „јавен интерес“ и намерно заборавил да ѝ ги предочи цифрите кои се однесуваат на оние медиуми кои ја поддржуваат владејачката партија во Врање?

– Во тој момент тоа не им беше важно. Целта беше со овие бројки да се прикрие фактот дека проектното кофинансирање се претворило во начин на преливање на парите на граѓаните на Србија во подобни медиуми, и дека јавниот интерес е претворен во партиски.

Дали очекувавте ваква реакција од колегите и јавноста?

– Не, морам да признаам. Имав впечаток, пре овие случувања, дека новинарите, барем оние кои сите овие години и децении бркаат ветерници, неповратно ја имаат загубено енергијата во секојдневно мрцварење, понижување, притисоци, закани. За среќа, сум се излажал.

Дали изостана поддршка од некој кому сте верувале?

– Можеби и да, но покрај сите оние кои застанаа во одбрана на „Врањске“ немам намера ниту морално право да размислувам за нив.

Можеби ова прашаше требаше да го поставиме на почетокот: како се чувствувате и имате ли сила и воља за понатамошно расветлување на мракот во Србија? .

– Многу размислував за тоа последниве денови и се преиспитував. Морам да признаам дека се чувствувам уморен и истрошен од сите искушенија низ кои се минуваше сите овие години, како всушност и многу мои колеги и колешки. И токму поради тоа, ради сè она што досега го правевме, ми се чини дека немам право сега да се откажам. Ќе бидам тука сè додека имам сила, но очекувам оваа битка да ја продолжат нашите колеги и колешки. И сигурен сум дека ќе биде така. Бев најсреќен, нека ми простат останатите, кога во првите редови на простестот #StojimUzVranjske видов девојки и момци од ЦИНС, КРИК, БИРН и други медиуми.

SEEMO urges Defence minister to apologize for statements

VIENNA, 28.09.2017 – The South East Europe Media Organisation (SEEMO) disapproves of the behavior and statements of the Serbian Defense Minister Aleksandar Vulin against the investigative network KRIK (Crime and Corruption Reporting Network) and its editor-in-chief Stevan Dojcinovic (Stevan Dojčinović).

KRIK recently published an investigative story about the origin of money used by Serbian Defence Minister Aleksandar Vulin to buy property in Belgrade. After publication, the Minister and leader of the Socialist Movement (Pokret Socijalista) lashed out against the network and Dojcinovic in several statements.

The published story dealt with Vulin purchasing an apartment in Belgrade under suspicious circumstances; Vulin claimed that he “borrowed” 205.000 EUR from his wife’s aunt from Canada. Following this, the Defence Minister verbally attacked Dojcinovic, claiming he was “a drug addict who needs to be tested for drugs. “We deplore the behavior Defence Minister Vulin has shown in the media in recent days” Oliver Vujovic SEEMO Secretary General said today. “We call on him to not only apologize to both the KRIK network and Stevan Dojcinovic for his hate speech and vile accusations, but also to reveal the truth about the investigative story that sent him on this vindictive tirade.
