Milorad Dodik ukinuo zabranu N1 Televiziji

Sarajevo, 26.01.2017.-Ekipama N1 Televizije odobrene su akreditacije za praćenje aktivnosti predsjednika Republike Srpske Milorada Dodika i ulazak u Palatu RS.

Prošle sedmice su novinar i snimatelj N1 Televizije u Banjaluci spriječeni u pokušaju da uđu u Palatu Republike Srpske i prisustvuju press-konferenciji Milorada Dodika.

Predstavnici Kabineta predsjednika RS usmeno su poručili da se N1 TV ne nalazi na spisku medija kojima se dozvoljava pristup i da reporteri nisu dobili godišnju akreditaciju. Također, N1 je skinuta sa mailing liste i uskraćena za sve pozive, obavještenja i saopštenja u vezi sa radom Milorada Dodika.

Upravni odbor Udruženja BH novinari i Linija za pomoć novinarima reagovali su 19. januara javnim zahtjevom prema Miloradu Dodiku i službenicima u njegovom Kabinetu da osiguraju nesmetan i dostojanstven rad novinarima, te omoguće svim medijima praćenje aktivnosti predsjednika RS na jednak, pošten i profesionalan način.

Upozorenje o selektivnoj zabrani pristupa pojedinih medija Palati Republike Srpske objavljeno je 23. januara i na Platformi za promociju zaštite novinarstva i sigurnosti novinara Vijeća Evrope.

Slučaj diskriminacije medijskih kuća u BiH ovoj instituciji prijavile su, na zahtjev Udruženja/udruge BH novinari, Asocijacija evropskih novinara, Evropska federacija novinara i Index on Censorship.

Danas je ekipa N1 Televizije dobila godišnje akreditacije, a samim time i pravo na praćenje aktivnosti Milorada Dodika u Palati, te je vraćena na mailing listu Kabineta predsjednika Republike Srpske.

Coalition: Penalties threaten the survival of the 021 portal

BELGRADE, NOVI SAD, KRAGUJEVAC, 26.01.2017. – A coalition of journalists’ and media associations consider the Belgrade High Court latest judgment against the portal 021 shows that judicial practice in Serbia seriously brings into the question the existence of the media, particularly local and regional ones, and the high penalty fees are completely incompatible with their financial capabilities.

We are witnessing the “unusual” judgment that threatens media freedom and media pluralism that are not in line with the jurisprudence of the European Court of Human Rights in Strasbourg more often.

The Coalition reminds that the court practice of this ECHR, which should be an integral part of Serbian judicial system, has developed mechanisms for protection of freedom of expression. These mechanisms, among other things, imply that the high fines that could suppress the media, represent a direct attack on that freedom.

The Coalition considers that those judgments, in which the portal 021 was punished with 785.000 dinars in two separate proceedings and in short period, require a serious reconsideration of judiciary’s role in the media sphere. A wider public debate aimed at protecting the concept of media freedom, as well as modification of judicial practice and, eventually, legislative solutions are needed.

Portal 021, who had originally had a verbal consent to use the photos from the Kurir journalist, was punished for an unauthorized publication of photographs with 164.000 dinars, and with court costs of about 250.000 dinars.

For investigative article about the police officers who work as private security in the Novi Sad clubs, after being sued by two police officers, whose names are not mentioned in the text, but had recognized themselves in it, portal 021 was punished with a maximum of 400.000 dinars that, with court costs sums up to 535.000 dinars.

IJAS and IJAV condemn the Prime Minister offensive communication with the media

BELGRADE – NOVI SAD, 26.01.2017. – The Independent Journalists’ Association of Serbia (IJAS) and the Independent Journalists’ Association of Vojvodina (IJAV) strongly protest due to a very unfair attitude of the Prime Minister Aleksandar Vucic to the television N1. It is irresponsible and dangerous that the Prime Minister promotes offensive way of executive authority communication with the journalists and the media.

In the town of Indjija on Tuesday, responding to TV N1 journalist’s question in connection with a photograph of the Minister of Health Zlatibor Loncar with the head of a criminal organization, the Prime Minister of Serbia publicly and without any argument made a series of insults to this media. Mr. Vucic has, once again, proved that he cannot understand or respect the role and importance of the public information and the journalistic profession.

IJAS and IJAV indicate that the state officials are specifically obliged to show a high degree of responsibility in communication with the media and, thus, contribute to the promotion of the culture of public dialogue.

Problem naplate RTV takse i dalje bez rješenja

Sarajevo, 18.01.2017.-Zastupnički dom Parlamenta BiH nije prihvatio zahtjev Mirsada Mešića da se Prijedlog zakona o izmjeni Zakona o javnom RTV servisu Bosne i Hercegovine razmatra po hitnom postupku.

U prvom krugu glasanja zahtjev nije dobio entitetsku podršku iz RS-a, a drugi krug glasanja nije podržan jer nije postignuta saglasnost. Ova tačka je ostavljena za narednu sjednicu.

Zastupnik Mešić predložio je da RTV taksu do kraja 2017. godine nastave naplaćivati telekom operateri.

Mešić je u Prijedlogu izmjene Zakona naveo da bi se na ovaj način omogućilo da se u ovom periodu uspostavi novi efikasan model naplate RTV takse, a kao osnovni razlog naveo je stvaranje mogućnosti za preživljavanje javnih RTV servisa u BiH, jer je smanjenje naplate RTV takse ugrozilo opstanak javnih emitera, prije svega BHRT-a, koji je suočen s velikim finansijskim poteškoćama, što na kraju svake emisije ističu i uposlenici.

Dosadašnji način naplaćivanja RTV takse bio je na snazi do 30. juna prošle godine.

Biber – regionalni konkurs za kratku priču

20.01.2017.-Regionalni konkurs za kratku priču – Biber otvoren je po drugi put a tema konkursa je pomirenje u kontekstu zaostavštine ratova i nasilja u zemljama bivše Jugoslavije, posebno od 1991. godine (odnosno 2001. godine zbog slučaja Makedonije).

Pozivaju se autorke i autori koji pišu na albanskom, makedonskom, bosanskom, crnogorskom, hrvatskom i srpskom jeziku da nam pošalju svoje priče. Poziv se odnosi na afirmisane autorke i autore, kao i na one koji nisu do sada objavljivali.

Konkurs je otvoren do 14. 06. 2017. Autori/ke tri najbolje priče biće nagrađeni novčanim nagradama. Žiri čine Tatjana Gromača, Faruk Šehić i Kim Mehmeti.

Konkurs organizuje Biber tim u saradnji sa Centrom za nenasilnu akciju Sarajevo-Beograd.

RADNICI BHRT TRAŽE HITNO RJEŠAVANJE FINANSIRANJA JAVNOG SERVISA

Sarajevo, 23.01.2017.-U zgradi RTV Doma u Sarajevu danas je, zbog neriješenog problema finansiranja Radio-televizije Bosne i Hercegovine (BHRT),  održan protest upozorenja Samostalnog  sindikata radnika u BHRT-u. U toku protesta objavljeno da je blokiran račun BHRT-a.

Na protestu je zatraženo hitno rješavanje problema stabilnog finansiranja BHRT-a u roku od 60 dana.

Predsjednik Samostalnog sindikata radnika u BHRT-u Damir Smital rekao je da radnicima BHRT-a nisu uplaćeni doprinosi za penziono osiguranje više od 20 mjeseci, a da za to vrijeme BHRT uredno plaća kredit za jedan dio digitalne opreme koji je nabavljen u procesu digitalizacije.

Smital je kazao kako je ignorantski odnos vlasti, odnosno Parlamentarne skupštine BiH, kao osnivača BHRT-a, prevršio svaku mjeru.

“Od njih zahtjevamo hitne izmjene zakona o Javnom RTV sistemu u roku od 60 dana, kako bi se obezbijedilo stabilno finansiranje BHRT-a. Do sada su parlamentarci za svako rješenje našli novi problem. Tražimo hitan sastanak sa predsjedavajućim Vijeća ministara, njegovim zamjenicima i resornim ministrom”, rekao je Smital.

Samostalni sindikat radnika u BHRT-u zatražio je i sastanak sa kolegijima oba doma Parlamentarne skupštine BiH, kako bi im predstavili svoja rješenja i od njih čuli na koji način oni misle rješiti ovaj problem.

Predsjednik Sindikata založio se i za ulazak državnih i entitetskih organa revizije u sva tri javna emitera, kako bi se utvrdilo stanje i procesuirali krivci, bez obzira o kome se radi.

“Dosadašnji Upravni odbori BHRT-a, kao ni Upravni odbori entitetskih emitera, koji zajedno čine Odbor sistema, nisu apsolutno ništa uradili da se obezbjedi primjena zakona o Javnom RTV Sistemu, u dijelu koji se tiče raspodjele sredstava od RTV takse. Parlament BiH, kao ni parlamenti, skupštine entiteta nisu uradili ništa da sakcionišu njihov nerad”, rekao je Smital.

Sindikat od novog Upravnog odbora BHRT-a i menadžmenta BHRT-a traži da riješi problem naplate usluga koje radnici BHRT-a vrše za Radio-televiziju Federacije, te da, nakon što finansiranje bude riješeno, napravi novu organizaciju i poštenu sistematizaciju, jer smatra da se dosadašnji sistem nije pokazao učinkovitim.

Insistiraće se i potpisivanju kolektivnog ugovora, jer su trenutno, zbog nepostojanja kolektivnog ugovora za radnike u institucijama BiH, kao i nepostojanja kolektivnog ugovora u BHRT-u, prava radnika svedena na minimum.

Zamjenica Samostalnog sindikata radnika BHRT-a Svjetlana Topalić saopštila je tokom današnjeg skupa kako je upravo dobiola informaciju da je račun BHRT-a blokiran. Ona je kazala da, ako neko želi radnike ove kuće vidjeti kako protestuju pred zgradom parlamenta BiH, to neće biti problem.

„Ovdje radinici svako jutro ustaju i svaku večer liježu sa istom mišlju – da li ću dobiti narednu platu. Hoću li moći da isplatim krediti i da prehranim porodicu“, kazala je Topalić.

Podrška radnicima BHRT-a

Podršku protestima članova Samostalnog sindikata radnika u BHRT-u dao je i predsjednik Saveza samostalnih sindikata BiH Ismet Bajramović. On je rekao da je Savez uputio pismo predsjedavajućim Predstavničkog doma i Doma naroda Parlamentarne sklupštine BiH, Mladenu Bosiću i Ognjenu Tadiću, u kojem se traži hitno rješavanje problema finansiranja Javnog servisa.

Predsjednik sindikata osnovnog i srednjeg obrazovanja Federacije BiH Selvedin Šatorović takođe je dao podršku nastojanjima radnika BHRT-a, a to je učinila i Konfederacija sindikata Republike Srpske.

Generalna sekretarka Udruženja BH novinari Borka Rudić, kazala je da je, iz do sada viđenog, jasno da političari nemaju namjeru sačuvati Javni servis BiH, zbog čega sindikat mora progovoriti jednim glasom i napraviti zajedničku strategiju. Rudić je pozvala i druge sindikate unutar Javnog servisa da se pridruže ovoj borbi.

“Jasno je da, ukoliko propadne BHRT, neće preživjeti nijedan drugi javni servis”, upozorila je Borka Rudić.

Council of Europe warns of selective treatment of media outlets in BiH

Warning of selective restraining certain media into the Palace of the Republic Srpska was published today on the Council of Europes’ Platform to promote the protection and safety of journalists. 

Warning will be sent to the officials of the Council of Europe in the further procedure, and the case of discrimination against media outlets in BiH are reported on the request of the BH Journalists Associarion, on the official web site of the  Association of European Journalists, the European Federation of Journalists and Index on Censorship.

Press release – BHJA protest against the violation of the right to access the public event for N1 TV crew

Sarajevo, 19th January – The Steering Committee of the BH Journalists Association (BHJA) and Free Media Help Line (FMHL) publicly demand from the President of Republika Srpska (RS), Milorad Dodik, and officials of his Office to ensure journalists requirements for unhindered and dignified work, and allow reporting of activities of the President of RS on an equal, fair and professional manner to  all media in BiH. Discriminatory practices against certain media, prohibition of entry to the Palace of the RS, and the withholding of accreditations for journalists are illegal restrictions on the freedom of expression, and are a violation of free and unimpeded access to public events and information to public interest.

The BHJA Steering Committee considers the prevention of the N1 Television to cover Presidents’ Dodik press conference held in Banjaluka on January 18, to be primitive and undemocratic. The given verbal explanation for this act was that the N1 TV crew was “not accredited to enter the Palace of RS”. Further, the N1 TV address was removed from the mailing list of the  Republika Srpska President´s Office. Thus, that media outlet is deprived of all official invitations, notices and announcements related to the work of Milorad Dodik. That kind of behavior from the President of RS and his staff is a blatant example of political retribution and unacceptable discrimination of the media, whose journalists report on the activities and decisions of the President of the RS in a critical manner.

Of particular concern is that N1 TV is not the only media house in BiH whose journalists are prohibited to follow events at the Palace of RS. Correspondent of Beta news agency Ljiljana Kovacevic is not allowed to entry on events whos actor is Milorad Dodik, as well as BN Television from Bijeljina doesn´t have official accreditation to enter in Palace of RS since 2014. The prohibition and discrimination by Cabinet of President is directed toward media which relentlessly report critically on Milorad Dodik, as a public figure and one of the main actors on the political scene of Bosnia and Herzegovina. Therefore, the legal team of FMHL is considering the possibility of launching legal sanction to the President of the Republika Srpska for targeted and long-term discriminatory practices against certain media, as well as due to freedom of expression violation and disabling of free access to public events and public information.

PODGORICA, 22.01.2017. – Journalism in Montenegro has existed for 146 years now and in relation to the fact, we, who are dealing with this profession, have an obligation to do our job in a fair and ethical manner. This is also our obligation to the citizens. But our duty is also to do the job in decent conditions.
Journalism that would work in the public interest entails employed in the media who can live from their work, who are not overburdened by excessive requirements at work, who are not in constant dismissal and therefore can work freely and without censorship. Unfortunately, the situation in most Montenegrin media is far from what TUMM strives for, and in order to improve situation it is necessary to act together.

Therefore, the day before the Day of Journalists of Montenegro, we ask for solidarity among employees in the media and we say to them:

  • Do not turn the head of the problems that people working with you have, do not leave them alone;
  • Team up, organize into unions and jointly make influence on the conditions in which you work;
  • If you do not agree with the demands of your superiors and their vision of journalism, tell them that;
  • If you do not indicate a problem it will never be solved.

In the past three years, 725 jobs have been closed in the media, the media are being shut down, and they fight among themselves. Almost no one cares about the Code of Journalists, and the situation gets worse from year to year by all parameters.

On the issue of the safety of journalists, nothing changes there either. Therefore, the TUMM is a part of a regional project concerning the freedom of media and safety of journalists. Within this project, recently it has been launched the website www.safejournalists.net, containing the database of the attacks in last three years and on this occasion, we are asking employees in the media to reported cases of attacks and harassment to which they are exposed because of their work.
